(MEDITECH) for the addition of a Patient Portal for the MEDITECH system at NMC, adding $235,085 for a revised total agreement amount not to exceed $534,552, and with an implementation term effective on January 1, 2021 through December 31, 2021.

RECOMMENDATION:
It is recommended the Board of Supervisors:
Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute renewal and amendment No. 6 to the agreement (A-13067) with Medical Information Technology, Inc. (MEDITECH) for the addition of a Patient Portal for the MEDITECH system at NMC, adding $235,085 for a revised total agreement amount not to exceed $534,552, and with an implementation term effective on January 1, 2021 through December 31, 2021.
SUMMARY/DISCUSSION:
Medical Information Technology, Inc. (MEDITECH) provides NMC with a Health Care Information System (HCIS) for Electronic Medical Records (EMRs). It is NMC’s primary source of electronic patient data.
MEDITECH’s Patient and Consumer Health Portal actively engages Natividad’s patients in their care by giving them access to valuable health information online. Patients and their authorized healthcare representatives can manage a wide range of health data from a single portal (Patient Portal) from wherever they are and at their convenience. Patients can send messages to and receive messages from providers, access a health summary, request or directly book appointments, track patient generated health data, pay bills, etc. MEDITECH’s MHealth mobile app makes the Portal even more accessible by allowing patients to utilize full Patient Portal functionality on smartphones and tablets.
In addition to our patient’s ability to view their health information, the Patient Portal gives staff the ability to conduct telehealth visits, which is an advantage over Natividad’s current toolset in that it allows healthcare providers to share MEDITECH documents, such as x-rays, lab results, etc., with the patient during the visit.
In addition to the $235,085 cost of the Patient Portal and its implementation, there is an ongoing monthly maintenance/service fee. The cost for the ongoing maintenance for this new module is $1,800 monthly and was included as part of the annual MEDITECH maintenance costs presented to and approved by the Board of Supervisors on June 09, 2020. Therefore, this request is being presented for just the cost of the Patient Portal module of $235,085.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved this amendment No. 6 as to form. The Auditor-Controller has reviewed and approved payment provisions. Amendment No. 6 was reviewed and approved by NMC’s Finance Committee and its Board of Trustees on July 10, 2020.
FINANCING:
The cost for amendment No. 6 is $235,085, all of which is included in the Fiscal Year 2020-21 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This amendment expands upon the existing MEDITECH agreement and further enhances its capabilities, leading to improved technological functionality and further enhances the healthcare experience for patients by providing online real-time access to their health information.
