Amendment No. 1 to the Revised and Restated Memorandum of Agreement (MOA), A-15628, between the County of Monterey and the City of Salinas, for the Animal Control Services Administration Pilot Project, extending the term an additional six months for a total term of 18 months through June 30, 2023, adding $729,093 for updates to existing shared staffing costs and services for a total Agreement amount of $1,394,093.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and Authorize the Director of Health or Assistant Director of Health to execute

Amendment No. 1 to the Revised and Restated Memorandum of Agreement (MOA), A-15628, between the County of Monterey and the City of Salinas, for the Animal Control Services Administration Pilot Project, extending the term an additional six months for a total term of 18 months through June 30, 2023, adding $729,093 for updates to existing shared staffing costs and services for a total Agreement amount of $1,394,093.

 

SUMMARY/DISCUSSION:

The City of Salinas and the County of Monterey have been working together since 2015 to consolidate Animal Services.  Multiple agreements and amendments over the past five (5) years have allowed for shared staffing, facilities, and vendors while work to create a Joint Powers Agreement (JPA) has progressed. 

 

In December of 2021, the most recent agreement with the City of Salinas was approved which continued shared staffing and services, in one facility located at 160 Hitchcock Road, Salinas (the County facility), at a status quo level while working diligently on the formation of a JPA during the term of this Agreement.

 

This Amendment No. 1 extends the term and adds services and funding so that operations and services can continue while the new JPA efforts can get underway and begin decision-making as it relates to operations and administration.  Updates to the MOA by this Amendment No. 1 include:

1.                     Extends services by six (6) months through June 30, 2023.

2.                     Increases total Agreement amount by $729,093.

3.                     Adds additional positions needed to support sheltering and field services.

a.                     Animal Control Officer. The County will provide two Animal Control Officers (ACOs) to perform ACO-related duties for the City.

b.                     Office Assistant II. The County will provide one Office Assistant II to perform clerical and office duties for consolidated services.

c.                     Animal Care Technician.  The County will provide one additional Animal Care Technician to perform animal care-related duties for consolidated services.

d.                     Part-time Office Assistant I: The County will provide two part-time Office Assistant I positions to perform clerical and office duties for consolidated services. 

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals: (4), Engage the MCHD workforce and improve operational functions to meet current and developing population health needs.  It also supports the following of the ten essential public health services, specifically: (4) Mobilize community partnerships and action to identify and solve health problems; (6) Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. The City of Salinas City Manager’s office has reviewed Amendment No. 1 to MOA, A-15628 and the amendment will be presented to the Salinas City Council for consideration on or around December 13, 2022. Due to late submission of this Board Report, the CAO Budget and Analysis Division was not provided adequate time to fully review for potential fiscal, organizational, policy, or other implications to the County of Monterey.

 

FINANCING:

This Amendment No. 1. Amendment is a total of $729,093 for shared staffing and vendor costs which will be covered by the City of Salinas; therefore, there is no impact to the General Fund from its approval.
