RECOMMENDATION:
It is recommended that the Budget Committee support adopting a resolution to authorize the Department of Emergency Management (DEM) to submit an application for the purpose of obtaining financial assistance from the California Governor’s Office of Emergency Services for 2025 and 2026 Emergency Management Performance Grant Program (EMPG).
SUMMARY:
The Department of Emergency Management coordinates applications and reporting efforts for the Emergency Management Performance Grant Program (EMPG). DEM is requesting approval to submit an application and execute grant documents for the purpose of obtaining financial assistance from the California Governor’s Office of Emergency Services for 2025 and 2026 Emergency Management Performance Grant Program (EMPG).
DISCUSSION:
The Emergency Management Performance Grant is a federally funded program aimed at providing assistance to local government emergency management supporting activities for administrative tasks necessary to maintain the operational area and emergency management responsibilities of a routine nature and specific activities.
This resolution will authorize DEM to submit applications for two grant years 2025, and 2026 of the EMPG Program as allowable in the FY25 EMPG State Supplement to the Federal Notice of Funding Opportunity that notes “Resolutions may be valid for up to three grant years...”. The State administrative allowance of a resolution being valid for up to three grant years will eliminate the need for additional resolutions authorizing the submission of EMPG applications for this 3-year period.
OTHER AGENCY INVOLVEMENT:
The Department of Emergency Management coordinates applications and reporting efforts for the EMPG Program, the Auditor-Controller may be required to validate financial documentation, and to receive and distribute funds.
FINANCING:
This resolution has no impact on the FY2025-26 Adopted Budgets.
