Title: a. Title

a. Authorize the Director of Health Services or designee to execute an agreement for professional services (“PSA”) with the City of Salinas for the period of August 15, 2024 through June 1, 2027 in the amount not to exceed $105,000 for the provision by the County of Monterey Health Department, Planning, Evaluation and Policy Unit, working collaboratively with the City of Salinas toward the mutual goal of evaluating the Organized Retail Theft (ORT) and Motor Vehicle Theft (MVT) Prevention Program using non-experimental research designs and evidence-based program evaluation strategies to assess and evaluate implementation activities occurring between October 1, 2023 and December 31, 2026, funded by Grant No. BSCC 1168-23 of the State of California Board of State and Community Corrections; and

b. Approve the recommendation of the Director of Health Services to accept all non-standard provisions in Agreement; and

c. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than 10% ($10,500) of the original cost of the agreement, for a maximum total Agreement amount of $115,500.

RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Authorize the Director of Health Services or designee to execute an agreement for professional services (“PSA”) with the City of Salinas for the period of August 15, 2024 through June 1, 2027 in the amount not to exceed $105,000 for the provision by the County of Monterey Health Department, Planning, Evaluation and Policy Unit, working collaboratively with the City of Salinas toward the mutual goal of evaluating the Organized Retail Theft (ORT) and Motor Vehicle Theft (MVT) Prevention Program using non-experimental research designs and evidence-based program evaluation strategies to assess and evaluate implementation activities occurring between October 1, 2023 and December 31, 2026, funded by Grant No. BSCC 1168-23 of the State of California Board of State and Community Corrections; and

b. Approve the recommendation of the Director of Health Services to accept all non-standard provisions in Agreement; and

c. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than 10% ($10,500) of the original cost of the agreement, for a maximum total Agreement amount of $115,500.

 

SUMMARY/DISCUSSION:

County of Monterey Health Department (MCHD) conducts evaluations as a service for local community stakeholders to support improving population outcomes for important health issues. One issue that is of particular focus in Salinas is crime which includes organized retail and motor vehicle theft. Organized retail theft is on the rise in Salinas and increases the risk of violent victimization. Motor vehicle theft rates in Salinas remains higher than both state and national averages. To address this issue, City of Salinas has a coordinated violence reduction strategy following the Department of Justice's Prevention, Intervention, Enforcement, and Re-Entry (PIER) approach. The strategy is shepherded by the Community Alliance for Safety and Peace (CASP) co-chaired by the Mayor of Salinas and District 1 County Supervisor. Service gaps for addressing organized retail theft and motor vehicle theft are evident based on community input at strategy forums.

 

As part of its efforts to address these gaps, the City of Salinas submitted a proposal to the Board of State and Community Corrections and was selected as a recipient of a three-year Organized Retail Theft (ORT) Prevention grant to implement evidence-based and promising practice programs with City of Salinas Police Department, to run from October 2023 through June 1, 2027. The grant requires an evaluation by an independent entity. In the grant proposal, the City of Salinas proposed MCHD as the local evaluator.

 

Pursuant to the Agreement, MCHD’s Planning, Evaluation, and Policy unit shall conduct the ORT grant evaluation. Services will include revisions to an evaluation plan and logic model and collection of data from the Salinas Police Department for annual reports submitted in partnership with the City of Salinas through an online data portal to BSCC.

 

This agreement is late in being presented to the Board of Supervisors and is retroactive to July 10, 2024, due to the extended negotiations regarding terms and conditions of the agreement.

 

This work supports the County of Monterey Health Department’s 2018-2024 Strategic Plan Goals; 1. Empower the community to improve health; 2. Enhance community health and safety through prevention: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services; and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports the following of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues; 4. Mobilize community partnerships and action to identify and solve health problems; and 5. Develop policies and plans that support individual and community efforts.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

There is no impact to the General Fund resulting from the execution of this Agreement. This is a revenue Agreement and the related revenue and expenditures are included in the Health Department Fiscal Year (FY) 2024-25 Adopted Budget (001-4000-8600-HEA014). For FYs 2025-26 and out the associated revenue and expenditures will be included in the Requested Budget.
