RECOMMENDATION

It is recommended that the County of Monterey Board of Supervisors:

Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to Mental Health Service Agreement A-16989 with Castlewood Holding Company, dba Alsana An Eating Recovery, for the provision of youth residential services, day treatment services, and intensive outpatient mental health services adding $49,900 for FY 2024-25, $311,400 for FY 2025-2026 and $320,400 for FY 2026-27 for a new total Agreement amount not to exceed $5,135,795 for the retroactive term of February 1, 2025 through June 30, 2027

 

SUMMARY/DISCUSSION

The County of Monterey Health Department, Behavioral Health Bureau, currently has Agreement A-16989 for a current dollar amount of $4,454,095 with Alsana to provide mental health services to residents with an eating disorder diagnosis. Alsana provides specialized and personalized residential services, day treatment services, and intensive outpatient services for both female and male adults with eating disorders as a primary diagnosis. This Amendment No. 1 adds $681,700 to provide clinically needed Day Treatment services and Intensive Outpatient services to youth ages 12 to 17 years effective February 1, 2025.

 

This Agreement contains the County’s standard 30-day “no cause” and termination for “cause”

provisions (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2). Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT

The Offices of the County Counsel-Risk Management and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING

This Agreement is funded by Realignment fund (100%). The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year  FY 2024-25 Adopted Budget. The funds for FYs 2025-27 will be included in the Health Department’s Behavioral Health Requested budget for each of the respective Fiscal Years.
