RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to authorize the Auditor-Controller to amend the FY 2025-26 Adopted Budget by increasing appropriations by $1,450,000 in the Sheriff’s Office budget (001-2300-8242-SHE001, Program Code: AXONBWC) financed by a release of Measure AA assignment to fund the use of Axon body-cameras in the unincorporated areas. (4/5th vote)
SUMMARY:
On August 26, 2025, the Board of Supervisors (Board) affirmed the use of $1,450,000 in Measure AA revenue to support Axon body-cameras for use in the unincorporated areas of the County. The recommended action implements the Board’s decision by directing the transfer of appropriations between funds.
DISCUSSION:
In June 2024, the Board authorized a ten-year agreement with Axon for body-worn cameras and tasers for a total amount of $15,905,140. During the FY 2025-26 budget development, the Sheriff’s Office submitted a budget augmentation request for $2,200,000 for Axon body cameras; however, the augmentation was not included in the Recommended Budget. Subsequently, during the Budget Hearings in May 2025, the Sheriff’s Office brought forward an augmentation request with a reduced dollar amount of $1,450,000 for the Board’s consideration. The Board directed that the funding request be referred to the Measure AA Ad Hoc Committee (Ad Hoc Committee) to determine if Measure AA funds would be a suitable funding source.
On August 26, 2025, the Board approved the recommendation from the Ad Hoc Committee affirming the use of $1,450,000 in Measure AA revenues for the body-cameras in the unincorporated area.
The Board is asked to adopt a resolution authorizing the transfer of appropriations between funds.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The County Administrative Office coordinated with the Office of the County Counsel on the development of this report. The Ad Hoc Committee recommended approval to affirm the use of Measure AA revenues during its meeting on July 29, 2025.
FINANCING:
Approval of the recommended action would increase appropriations in the FY 2025-26 Adopted Budget for the Sheriff’s Office of $1,450,000, financed by the Measure AA assignment. Measure AA revenues collected in FY 2024-25 in the amount of $7 million have been set aside in an assignment; the remaining balance after this recommended action is $5.6 million.
