Report

RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a.  Approve and authorize the Director of Health Services or designee to execute a non-standard Agreement with Central California Alliance for Health to coordinate services for Medi-Cal beneficiaries enrolled, or eligible to enroll in the managed care plan (MCP), retroactive to January 1, 2024, to January 1, 2027, at no cost to the County of Monterey; and

b.  Approve a non-standard Agreement as recommended by the Director of Health Services; and

c.  Approve and authorize the Director of Health Services or designee to sign up to three future amendments that do not significantly change the scope.

 

SUMMARY DISCUSSION:

Medi-Cal managed care plans (MCPs) contract with the California Department of Healthcare Services (DHCS) to provide accessible and cost-effective health care through managed care delivery systems. MCPs are obligated by DHCS to execute memoranda of understanding (MOUs) with local health jurisdictions that outline the roles, responsibilities, and obligations of the MCP and the local health jurisdiction for the purpose of coordinating and facilitating whole-system, person-centered care for Medi-Cal members.​ 

 

The proposed agreement between the Central California Alliance for Health (CCAH) and the Health Department establishes agreed upon processes for how CCAH and the Health Department Women, Infants, and Children (WIC) program will collaborate and coordinate on population health and other initiatives. It memorializes data sharing expectations to support care coordination and provides mechanisms to resolve disputes. 

 

DHCS requires MOUs between MCPs and local health jurisdictions to be effective January 1, 2024. While the Health Department received the DHCS agreement template language in late December, our Women, Infants, and Children (WIC) Director last met with CCAH, the California Department of Public Health, and DHCS representatives on February 24, 2024, to finalize the agreement language. The Health Department received a finalized copy of the MOU on March 27, 2024. Therefore, the Health Department requests approval for this agreement retroactively to January 1, 2024.

 

This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goals: 2. Enhance public health and safety through prevention, and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports five of the ten essential public health services, specifically: 1. Assess and monitor population health status, factors that influence health, and community needs and assets; 2. Investigate, diagnose, and address health problems and hazards affecting the population; 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; 4. Strengthen, support, and mobilize communities and partnerships to improve health; and 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

 

FINANCING:

There is no exchange of funds between parties associated with this Agreement.
