RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
 
a. Approve Amendment No. 6 to Professional Services Agreement No. A-10741 with LSA Associates, Inc. to revise costs for existing tasks and provide for additional tasks associated with the Davis Road Bridge Replacement and Road Widening Project at Salinas River, County No. 208, Project No. 360065, Federal Aid Project No. BRLS-5944(068) in the amount of $413,870, for a total amount not to exceed $830,795 for a term through June 30, 2016; and
 
b. Authorize the Contracts/Purchasing Officer to execute Amendment No. 6 to Professional Services Agreement No. A-10741, and up to three (3) future amendments that do not significantly alter the scope of work or change the approved Agreement amount.  
 
SUMMARY/DISCUSSION:
On December 5, 2006, the Board of Supervisors approved Professional Services Agreement No. A-10741 with LSA Associates, Inc., in an amount not to exceed of $396,245 to provide environmental services for the Davis Road Bridge Replacement and Road Widening Project (Project).  
 
Amendment No. 6 to the PSA will allow data to be updated on previously completed tasks and includes new tasks to meet the current required environmental documentation required by the Department of Transportation (Caltrans) for completion of the Project.  Caltrans has requested expanded archeological studies and updated biological studies for the project due to the increase length of the bridge needed to span the Salinas River (from 1180 feet to 1700 feet), and additional environmental documentation required by the regulatory agencies.  Caltrans has determined the Categorical Exemption (CE) report previously prepared to satisfy the National Environmental Protection Act (NEPA) documentation to be inadequate for the size of the project and now is requiring a full Environmental Assessment (EA) for the project.  The previous CE report was initiated in 2007 and some of the biological surveys need to be updated to reflect existing conditions and current regulations.
 
In addition, Amendment No. 6 updates the billing rates for the Project, effective the execution date of Amendment No. 6.  Amendment No. 6 will increase the PSA by $413,870, for a total amount not to exceed $830,795 through June 30, 2016.  A summary of the previous five amendments to this agreement are shown in Attachment A - Summary of Professional Services Agreement (PSA) of this Board Report.
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved Amendment No. 6 to the PSA as to form and legality, and fiscal and insurance provisions, respectively.
 
FINANCING:
There is no impact to the General Fund.  The total estimated cost of the Project, including engineering, environmental, right-of-way, and construction is $40,991,652.  The total cost of Amendment No. 6 to the PSA is $413,870 for a total amount not to exceed $830,795.  Funding from a variety of Federal, State and local revenue has been authorized for the design and environmental portion of the Project.  Sufficient appropriations are available in the RMA - Public Works Road Fund (Fund 002, Department 3000, Unit 8195, Appropriations Unit RMA 012) to finance Amendment No. 6.
