RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Accept staff’s priority list for major road maintenance during the first ten (10) years of the Transportation Agency for Monterey County’s program should the sales tax measure pass in November 2016.

b.                     Authorize the Resource Management Agency Director to adjust this list as required to meet urgent/emergency needs of the County

 

SUMMARY/DISCUSSION:

The Transportation Agency for Monterey County’s (TAMC’s) Transportation Safety & Investment Plan will guide the investment of revenue raised from a 3/8 percent sales tax if approved by the voters in the November 4, 2016 election. Funding will be available for road maintenance as well as regional safety and mobility projects.  Monterey County’s share would be about $150 million of an estimated total of $600 million to be raised over a 30 year period through the sales tax, if approved.

 

On May 16, 2016 the Board of Supervisors approved the TAMC plan. The Board also adopted a sample list of local road repair and safety projects intended to be funded in unincorporated Monterey County through the “Local Roads Projects” portion of the Investment Plan (Attachment ‘A’) over the full 30 years of the program. The projects fall into three (3) general categories: (1) Safety, Operation and Major Maintenance (on County roads), (2) Intersection Safety Improvements, and (3) (Local) Street repairs, Countywide.  Definitive projects which will be developed based on the County’s existing Pavement Management Plan, identified safety needs, and consultation with key stakeholders, including the Agricultural community.  The specific projects will be included in the Five Year Capital Improvement Plan and, reviewed and approved annually by the Board.

 

Monterey County Farm Bureau contacted RMA staff requesting that an expanded list of agricultural roads likely to receive major maintenance attention in the first ten (10) years of the program be developed.  This is not intended to be a comprehensive listing of the projects to be implemented by the County.  However, acceptance of the proposed list would provide some desirable certainty with regard to County agricultural “Ag” related road improvement priorities should the measure pass.  Attachment ‘B’ contains a list of Ag roads which RMA staff believes could reasonably be expected to receive attention during the first ten (10) year period of the program.  Attachment ‘C’ is a map depicting those road segments. Preparation of the proposed priority list has been coordinated with the Monterey County Farm Bureau.

 

Staff fully intends to implement this list as noted above.  However, there are limited other funds available and we recognize that there can be conditions that arise where these funds may be needed to address certain emergency/urgent conditions.  Therefore, the Resource Management Agency Director, acting as the Director of Transportation, may need to include other projects as required to meet urgent/emergency needs of the County.  If an adjustment impacts our ability to complete these projects, staff will meet with the Farm Bureau and Grower-Shipper Association. 

 

OTHER AGENCY INVOLVEMENT:

The RMA has prepared the adjusted agricultural roads priority list attached to this report in coordination with the Monterey County Farm Bureau.

 

FINANCING:

If approved by the voters in the November 4, 2016 election, the RMA will recommend the use of revenue from the portion of the 3/8 cent sales tax proceeds allocated to the County for improvements on the listed projects/road segments as part of the Five Year Capital Improvement Plan.  Staff intends to seek other funds/grants in order to leverage funds received through this tax as much as possible.
