a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign Amendment #1 to Agreement #A-12275 with the Alliance on Aging for the provision of services to Monterey County seniors for the period July 1, 2012 to June 30, 2013, adding $39,613, increasing the total contract amount to $401,637; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign Amendment #1 to Agreement #A-12275 with the Alliance on Aging for the provision of services to Monterey County seniors for the period July 1, 2012 to June 30, 2013, adding $39,613, increasing the total contract amount to $401,637; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The amendment providing additional funds for the Alliance on Aging enables the Department of Social Services' Area Agency on Aging to provide increased services for the Outreach Program to include Senior Benefit Clinics. The funding will also support the Health Insurance Counseling and Advocacy Program (HICAP) to meet increased 2012-2013 service units required by the state as reflected in the original contract. The Outreach Program provides information and education to Monterey County residents to inform and assist them with the range of services available. The HICAP Program provides information, counseling, and assistance to consumers regarding the Medicare program, supplemental insurance, and long term care insurance.
OTHER AGENCY INVOLVEMENT:
County Counsel, the Auditor-Controller, and Purchasing have reviewed and approved this amendment.
FINANCING:
Funding is provided through an amended contract from the California Department of Aging for HICAP and the Outreach Program(Title III-B, Supportive Services) Title III-B has a Federal required 10.53% match which is being provided by Alliance on Aging. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2012-13 Adopted Budget. Approval of this action has no impact on the County General Fund.
