RECOMMENDATION:

It is recommended that the Board of Supervisors:

SUMMARY/DISCUSSION:

The Monterey County Regional Fire District (MCRFD) is a special fire district organized and operating pursuant to Health and Safety Code section 13800 et seq. the territory of which includes areas within the supervisorial districts 2, 3, 4 and 5.  The district is governed by five Board of Directors who are appointed by the County of Monterey Board of Supervisors (Board) and reside in the area served by the MCRFD. Current composition of the Board of Directors includes two members residing in District 3 and two in District 5.

In October 2023, the Board reviewed and provided input on policy language concerning appointments to the MCRFD Board of Directors for the purpose of setting forth a clear and equitable process for appointments by the Board to the MCRFD Board and directed staff to proceed with advertisement efforts to fill a current vacancy on the district board.  Policy language has been refined to include feedback received during the meeting and is enclosed for Board consideration.

A 30-day solicitation period was initiated on November 16, 2023, which yielded three applications with resume and statement of interest by the submittal deadline (December 16, 2023). The applications have been vetted by the County Administrative Officer and reviewed by County Counsel, see attached applications. The vacancy must be filled through Board appointment of a resident from the supervisorial district’s service territory in this instance, either District 4 or 5.  The Board is asked to confer and make an appointment to the MCRFD Board for a four-year term.
