a. Authorize the Chief Executive Officer for Natividad Medical Center (NMC) or his designee to execute an agreement with California Department Public Health (CDPH) to participate in a sponsored bed capacity tracking pilot project services at NMC with a no cost to the agreement and agreement term June 22, 2024, through June 21, 2029 and;
b. Approve the NMC’s Chief Executive Officer’s recommendation to accept non-standard indemnification, insurance, limitations on liability, and limitations on damages provisions within the agreement.

RECOMMENDATION:
It is recommended the Board of Supervisors:
a. Authorize the Chief Executive Officer for Natividad Medical Center (NMC) or his designee to execute an agreement with California Department Public Health (CDPH) to participate in a sponsored bed capacity tracking pilot project services at NMC with a no cost to the agreement and agreement term June 22, 2024, through June 21, 2029 and;
b. Approve the NMC’s Chief Executive Officer’s recommendation to accept non-standard indemnification, insurance, limitations on liability, and limitations on damages provisions within the agreement.
SUMMARY/DISCUSSION:
The hospital bed capacity pilot project is a California Department of Public Health statewide grant-funded initiative that will provide Natividad Medical Center and participating California hospitals with a secure electronic real-time bed availability and capacity dashboard. With the data that this system will provide, the hospital will be able to reduce patient transfer times by being able to quickly identify other facilities with available capacity without the need to make numerous phone calls. Access to accurate real-time information will also be of real value during mass casualty or medical surge events. Information from the CDPH bed-pilot system will also help Natividad Medical Center automate reporting to the Center for Disease Control’s National Healthcare Safety Network, which will fulfill an upcoming Medicare program requirement.
CDPH and other state and local entities will use this data to monitor hospital surge and strain. The state will continue to follow standardized Emergency Management System principles and will not take any action at the local level unless this is specifically requested by regional authorities.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved this agreement as to form, and the Auditor-Controller has reviewed and approved as to payment provisions. The agreement will go before the Monterey County Board of Supervisors for review and approval on May 21, 2024.
FINANCING:
There is no cost for this agreement.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Participation in the CDPH Bed Capacity pilot project will benefit the county’s residents by reducing patient transfer times and providing valuable real-time data during mass casualty and medical surge events. The hospital will also benefit from reduced administrative overhead by automating certain Medicare program reporting requirements.
