Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Chair of the Board of Supervisors to sign a no cost Memorandum of Understanding with County of San Mateo Human Services Agency serving as the lead for the Bay Area Consortium for Cash Assistance Program for Immigrants for the period of July 1, 2026 through June 30, 2030; and

b. Authorize the Chair of the Board to sign up to three amendments to this agreement where the amendments do not encompass payments or significantly change the scope of work.

 

SUMMARY:
Cash Assistance Program for Immigrants (CAPI) is a program that assists specific residents with cash assistance. These residents must be aged, blind, or disabled legal immigrants and are not eligible to Supplementary Security Income/State Supplementary Payment (SSI/SSP) benefits, based on the immigration provisions of Public Law 104-193 and its amendments. The MOU informs the counties of their responsibilities to our residents as well as the consortium during the CAPI process and identifies the County of Mateo as the Fiscal Agent for the Consortium.


DISCUSSION:
CAPI provides cash assistance to our eligible immigrant population. The goal of CAPI is to promote economic self-sufficiency and a safety net for the most vulnerable immigrants residing within our county. This MOU provides the structure, for our residents to receive the aid they are entitled to, while reducing the workload of county staff within Community Benefits, as County of San Mateo, as the Fiscal Agent, is the county of responsibility for processing all CAPI case actions. 


OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Department is collaborating with the County of San Mateo and other counties that make up the Consortium. County Counsel has approved the agreement as to form.


FINANCING:
The County of San Mateo Human Services Agency acts as the fiscal agent and will receive funds from the State of California to process CAPI payments for Consortium member counties. There is no impact to the County General Fund resulting from approval of this Agreement.


BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This MOU correlates to the Well-Being and Quality of Life Strategic Plan Goal adopted by the Board of Supervisors by working towards the goals ensuring our most vulnerable immigrant residents can secure financial resources available to them, to support their needs and improve their quality of life. It will also allow Monterey County staff to further focus on assisting all of our residents in need of CalFresh, CalWORKs and Medi-Cal services.
