RECOMMENDATION:
It is recommended that the Board of Supervisors adopt an ordinance amending Section 12.28.010 of the Monterey County Code to establish no parking at any time on the north side of Coast Road from the centerline with State Highway 1 easterly for a distance of 350 feet in the Big Sur area of the unincorporated area of Monterey County.
SUMMARY/ DISCUSSION:
On October 6, 2015, the Board introduced, waived the reading, and set October 20, 2015 for the consideration of the adoption of an ordinance establishing no parking at any time on the north side of Coast Road from the centerline with State Highway 1 easterly for a distance of 350 feet in the Big Sur area of the unincorporated area of Monterey County. A request was received by Monterey County Resource Management Agency-Public Works (RMA-PW) to evaluate traffic operation on Old Coast Road near Hwy 1. During the evaluation staff observed vehicles parking on Coast Road to view the Bixby Bridge. These vehicles were blocking Coast Road and obstructing through traffic and potentially affect emergency response times. As a result there is a need to restrict parking on one side of the roadway. RMA-PW staff is recommending the establishment of a no parking zone on the north side of Coast Road from the centerline with State Highway 1 easterly for a distance of 350 feet in Big Sur.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has approved the ordinance as to form. The California Highway Patrol concurs with this recommendation.
FINANCING:
There is no financial impact to the General Fund. Traffic control devices are paid from the Road Fund. The cost to install the necessary signing is estimated at $800.00. There are sufficient appropriations available in the Road Fund (Fund 002, Unit 8195) to finance this work.
