RECOMMENDATION:
It is recommended the Board of Supervisors:
Authorize the Chief Executive Officer for Natividad Medical Center (NMC) or a designee to execute amendment No. 3 to the agreement (A-15202) with Paragon Mechanical, Inc. for maintenance and repair of mechanical systems services, extending the agreement for an additional one year period July 1, 2026 through June 30, 2027 for a revised full agreement term of July 1, 2021 through June 30, 2027, and adding $100,000 for a revised total agreement amount not to exceed $750,000.
SUMMARY:
Paragon Mechanical, Inc. (Paragon) provides Natividad Medical Center (NMC) with preventive maintenance and repair services for critical mechanical systems, including boilers, chillers, cooling towers, and HVAC units, in compliance with Office of Statewide Health Planning and Development (OSHPD) requirements. Approval of the recommended action will ensure the continued provision of these essential services in support of hospital operations and patient care.
DISCUSSION:
Paragon brings specialized expertise in maintaining complex mechanical systems, including commercial refrigeration equipment (such as medical-grade refrigerators and freezers regulated by The Joint Commission and California Titles 22 and 24), variable frequency drives (VFDs), medical air compressors, and medical vacuum pumps. These systems are integral to patient care and support essential functions across key departments, including Laboratory, Radiology, Pharmacy, Labor & Delivery, and Food Services. Additionally, Paragon helps maintain proper ventilation and indoor air quality, which are critical to infection control, reduction of airborne disease transmission, and the reliable heating and cooling of the facility. Amendment No. 3 to the Agreement is necessary to ensure the continuation of these critical services at NMC.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved this amendment No. 3 as to form, and the Auditor-Controller has reviewed and approved as to payment provisions. Amendment No. 3 has also been reviewed and approved by NMC’s Finance Committee and by its Board of Trustees on June 5, 2026.
FINANCING:
The cost for this amendment No. 3 is $100,000, which is included in the FY 2026-27 Recommended Budget. There is no impact on the General Fund with this action.
