RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve a Cooperative Agreement between the County of Monterey and the Chualar Union School District for improvement and operation of a community multi-use athletic field; and

b.                     Authorize the Director of Economic Development to make minor revisions, as needed, and sign the Agreement.

 

SUMMARY:

The Chualar Union School District (District) serves not only their students but also the community as a whole.  The County has committed resources for the installation of artificial turf on the District’s multi-use athletic playing field so that it can serve as a community resource year round.  The County and the District wish to enter into a Cooperative Agreement (Agreement) in order to define their roles in regard to the project.

 

DISCUSSION:

The County has been working with the District for over three years to address the lack of community recreational facilities in Chualar.  Originally, plans were to develop a “small tot lot”, to serve children under the age of five, on school grounds immediately adjacent to a public street using Monterey County State CDBG Program Income.  The District thereafter proposed to change the location of the project on the school site and then proposed a second change expanding the project to installation of an artificial turf field. 

 

Initial State funding was not sufficient for the expanded scope of the project.  Further, per direction of the State, the Monterey County State CDBG Program Income was transferred to the County’s Urban County program in late summer 2014, and was thus no longer directly available to fund this project.  To fund the project, the County approved an allocation of Urban County CDBG funds in June 2014, again in June 2015, and there is an allocation of additional funds for the project pending the Board’s approval in October 2015.  The County also applied for a State Housing Related Parks Program grant and was awarded funds for expenditure on this project in November of 2014.  Since then, the County issued a Request for Qualifications in April of 2015 and chose a landscape architect to oversee the project. 

 

The proposed Agreement delineates each party’s responsibilities during construction of the project and its operation and maintenance thereafter.  The County proposes to undertake construction of the project in return for the District accepting full responsibility for maintenance and operation of the completed athletic playing field.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved the Agreement as to form.  Risk has approved the indemnity and insurance provisions.

 

FINANCING:

There is no impact on the General Fund.  The cost of the project will be paid for through State Housing Related Parks Program and HUD CDBG Urban County grants.  The project is currently budgeted in FY 15/16, Fund 013.  Upon project completion, the ongoing costs of operating and maintaining the community field will be the responsibility of the District.  The cost of administration of the project is covered by the Urban County CDBG grant.
