RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the County Purchasing Agent or designee to execute Amendment #5 to Tracnet, Incorporated Agreement A-13561 for a comprehensive software management system that serves several Sheriff’s Office divisions and other county and external partners, in the amount of $647,925 for a new not to exceed total of $3,018,764 and extend the term for two years with an effective date of July 1, 2026 and a new end date of June 30, 2028.

 

SUMMARY:

The Board of Supervisors originally approved the Tracnet Agreement (A-13561) on February 22, 2018. The Monterey County Sheriff’s Office relies on the Tracnet platform for public-safety operations, including field reporting, investigations, evidence management, booking, and state-mandated reporting. The system ensures full DOJ compliance and functions as the County’s regional CLETS message switch.

 

Tracnet is built on four dedicated system partitions CLETS, Warrants, Jail Management (JMS), and Records Management (RMS). These components process and distribute essential law-enforcement data, with multiple interfaces that deliver real-time information to mission-critical systems throughout the County including mandated reporting to the Department of Justice (DOJ).

 

DISCUSSION:

The Tracnet JMS utilized within the Adult Correction Facility as a jail management piece of software, which tracks inmates’ locations within the facility, records their court sentencing and length of sentence, logs educational data, and many other data elements critical to effective corrections management. Tracnet has interfaces and works in conjunction with the inmate telephone and tablet system and the commissary system.

The Tracnet system contains additional components that are used by the Sheriff’s Records, Warrants, Accounting, and Investigation departments and is used within our mobile patrol units as well. The District Attorney, Child Support, Revenue, Probation, Social Services, and Public Defender’s Office use specific pieces of the system in conjunction with their respective workloads and have purchased licenses for access. 

The Tracnet Warrants system provides a centralized, secure platform for creating, managing, validating and distributing warrant information across law-enforcement and justice partners.  This system serves as the county central warrant repository serving Monterey County Public Safety Agencies.

The Tracnet CLETS Message Switch serves as the county’s secure gateway for all county law enforcement data exchanges with the California Law Enforcement Telecommunications Systems (CLETS).  It routes, validates, and manages every incoming and outgoing CLETS transaction including criminal history inquiries, DMV records, warrants, restraining orders, missing persons, and other state and federal database queries.  The switch ensures DOJ compliance, enforces security and auditing requirement and provides real-time connectivity between local Tracnet modules and statewide/federal systems.  In short, it is the central communication hub that enables deputies, dispatchers, and jail staff to access and share mission-critical information.

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The Office of County Counsel has reviewed and advised on this Agreement as to legal form. The Auditor-Controller has reviewed and approved the Agreement as to fiscal provisions.

 

FINANCING:

The contract is being extended for two (2) years, the dollar amount for FY 26-27 is $320,747 and that amount is included in the Recommended Budget, the dollar amount for FY 27-28 is $327,178 and it will be included in the FY 27-28 Recommended Budget. There will be no increase in the General Fund Contribution resulting from this Board action
