RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Sheriff or her designee to accept grant funding from the PATH-Justice Involved grant also known as the CaLAIM PATH III Grant through the Department of Health Care Services (DHCS) in the amount of $5,000,000. 

b. Authorize the Sheriff or her designee to take any actions necessary to fulfill the requirements of implementing the grant award.

 

SUMMARY/DISCUSSION:

Recently, Monterey County Sheriff’s Office was awarded 5 million dollars in CaLAIM PATH III Grant money. The grant states that the recipient of the money must write up an implementation plan on how the money will be utilized.

 

The Monterey County Sheriff’s Office has many ideas, and solutions on how to utilize the money wisely, and effectively, and our idea is introducing to the County of Monterey a “one-stop-shop” model, called the Monterey County Resource Reentry Center (MCRRC). The idea of this center is to build a safer community by providing resources to formerly incarcerated individuals and helping them heal and reintegrate back into the community. Using a one-stop-shop model, the MCRRC will collaborate with Community-based entities and State and County Departments such as the Sheriff’s Office, Behavioral Health, Social Services Agency, Adult Probation, Office of the Public Defender, Ambulatory Care, Office of Supportive Housing, the California Department of Corrections and Rehabilitation, and faith-based community partners.  Representatives of these organizations and departments will reside in one building and work collaboratively to provide services to clients. These services would include and not limited to referrals for mental health and substance use treatment, public benefit enrollment, counseling, health care, record expungement services, employment referrals, housing, and shelter information and more.

Reentry programs play an important role for some of our society's most vulnerable members.

 

It is the objection and goal of the Sheriff to simplify these issues while emphasizing the importance of reentry programs.  These reentry programs are critical in assisting our justice involved agencies in achieving its goal of increased public security while also assisting our former incarcerated individuals in becoming productive and successful members of our community.

 

The $5 million CalAIM PATH grant will be utilized during a 3-year grant window of FY2024-2025 to FY2026-2027 to meet services mandated state law.  Grant funds will be allocated at approximately $1.66 million per year of the grant period.  This is a limited term grant and funding sources would need to be located to continue the Program in FY2027-2028 and beyond.  With this grant a collaborative program, Monterey County Resource Re-entry Center (MCRRC), operated by the Sheriff's Office will be created and overseen by the Programs Division.  MCRRC's goal is to build a safer community by providing resources to formerly incarcerated individuals and helping them heal and reintegrate back into the community and aims to reduce recidivism.  In order to implement the program, MCSO has requested the creation of 6 new positions as detailed in Schedule A, Monterey County Resource Re-entry Center (MCRRC), Fiscal Year (FY) 2024-2025 Requested Budget.

 

OTHER AGENCY INVOLVEMENT:

The CAO Budget Office has reviewed this request.

 

FINANCING:

The Sheriff’s Office is asking approval from the Board to accept the $5,000,000 effective July 1, 2024, until July 30, 2027.  A portion of the grant has been incorporated in the Sheriff-Coroner’s FY 2024-25 Requested Budget Augmentations.  There is no impact to the General Fund contribution with this request during the grant period of FY 2024-2025 to FY 2026-2027.  Funding sources would need to be located to continue the Program in FY2027-2028 and beyond.
