RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Agreement with Michael P. Scholz dba Briarwood Communications for an initial term of July 1, 2019 (retroactive) to June 30, 2022 for a total agreement amount of $60,000.00; and

b.                     Ratify and Authorize the Auditor-Controller to issue payment on two invoices, totaling $5,450.64 for work done prior to the start of this agreement; and

c.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign up to two (2) additional one (1) year amendments to the agreement where the amendment does not significantly change the scope of work, and where the amendment does not significantly change the scope of work at a cost not to exceed $22,000.00 per year for a total not to exceed amount of $104,000.00.

 

SUMMARY/DISCUSSION:

The Monterey County Sheriff/Coroner’s Office (MCSO) uses the PremiSys door and gate security systems. The MCSO/Public Safety building has more than a combined total of 50 doors and gates. These doors and gates provide different levels of security. Although each employee at the MCSO/Public Safety building has a security clearance, the doors and gates only allow authorized access based on assignment, position and need, i.e. several officers may have access to the armory, but only Special Weapons and Tactics (SWAT) officers will access to the SWAT room, and even fewer staff would have access to the Coroner’s Office. In case of a security violation, a report can be run displaying when a particular room was accessed and who accessed the room. The system maintained by the vendor also helps to ensure that Court-rendered judgements and jury verdicts based off of evidence comply with/or can prove an unbroken chain of custody. 

 

The vendor has proven to be extremely responsive and can provide same-day and after-hours emergency services. This is not an exclusive agreement, and the Sheriff’s Office does use other vendors to address repairs and maintenance issues on other doors and gates.

 

The Board is being asked to approve payment on two invoices for work which occurred prior to contract renewal. The prior agreement with the vendor was originally supposed to be done for two years however, it was only done for one. Staff were under the impression that the contract was for two years, so a cost was incurred.

 

A copy of this Agreement is on file with the Clerk of the Board.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the agreement as to legal form, and the Auditor/Controller has reviewed for fiscal provisions.

 

FINANCING:

The $5,450.64 payment is covered within the FY 2018-19 budget. The cost of this contract was included in the proposed FY 2019-20 budget and will not create an increase in General Fund Contribution resulting from this Board action.
