a. Ratify execution by the County Contracts/Purchasing Officer of a non-standard Agreement with Robert Half, Inc. for temporary staffing services, for a term of December 18, 2023, to June 30, 2025, for a total agreement amount not to exceed $200,000.
b. Approve the recommendation of the County of Monterey Public Defender to accept the non-standard provisions in the Agreement.
c. Approve and authorize the Public Defender to sign up to three amendments that in total do not exceed 10% of the original cost of the Agreement ($20,000), for a revised contract total of $220,000, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Ratify execution by the County Contracts/Purchasing Officer of a non-standard Agreement with Robert Half, Inc. for temporary staffing services, for a term of December 18, 2023, to June 30, 2025, for a total agreement amount not to exceed $200,000; and
b. Approve the recommendation of the County of Monterey Public Defender to accept non-standard provisions in the Agreement; and

SUMMARY/DISCUSSION:
Robert Half, Inc. is an internationally recognized Human Resource consulting firm. This firm has more than seven decades of successfully providing accounting and finance staffing support worldwide.
The County of Monterey Public Defender’s Office requests ratification of the Public Defender’s execution of a non-standard Agreement.
The Public Defender’s Office provides legal representation for indigent persons accused of criminal violations, and limited civil proceedings (i.e., juvenile, mental health, truancy, sexually violent predator prosecutions). Various grants and general funding enable the Office of the Public Defender to provide these services. This contract will assist the Office of the Public Defender and Alternate Defender to meet immediate, temporary general operational needs in the areas of budgeting, grant reporting, and billing.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved this Agreement as to form, and the Auditor-Controller has reviewed and approved this Agreement as to financial terms.
FINANCING:
The costs arising from this contract will be absorbed from the Office of the Public Defender’s County General Fund FY 23-24 allocation.
