RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 2 to the mental health services Agreement A-12283 with Aspiranet to increase units of service and funding for Therapeutic Behavioral Services (TBS) for FY 2013-14 in the amount of $26,282, FY 2014-15 in the amount of $136,487, for a revised total Agreement amount not to exceed $1,112,001 in the aggregate.
 
SUMMARY/DISCUSSION:
Aspiranet continues to provide Therapeutic Behavioral Services (TBS) to Monterey County children who are eligible for Medi-Cal and meet criteria for medical necessity. These services are available to children with difficult behaviors who require one-to-one assistance and who may be at risk of psychiatric hospitalization.  TBS is an intensive one-to-one, face-to-face, short term outpatient treatment intervention for beneficiaries under age 21 with serious emotional disturbances (SED) who are experiencing a stressful transition or life crisis and need additional short-term specific support services.  This Amendment will allow for additional children to receive these services.  
 
This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative to ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically:  Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Amendment to Agreement A-12284 as to legal form and fiscal provisions, respectively.   Amendment No. 2 to Agreement is on file with the Clerk of the Board.
 
FINANCING:
This Agreement is funded by Federal Financial Participation (55%), Realignment (5%), and Special Education Local Plan Area (SELPA) (40%) funds that pay for children who are placed through the Individual Education Plan (IEP). The amount of Amendment No. 2 to Agreement A-12283 is $26,282 for FY 2013-14 and $136,487 for FY 2014-15 for a total amount not to exceed $1,112,001.  The funds for this Amendment are included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Adopted Budget for Fiscal Year 2013-14, and FY 2014-15 Requested Budget.
