a. Approve and authorize the Director of the Department of Social Services to sign Amendment No. 1 with Chmura Economics & Analytics for a subscription license to utilize workforce and economic management tools by extending the term through January 31, 2025 and adding $58,806 for a new contract total of $77,837; and
b. Approve and authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement as long as they do not exceed 10% ($7,783) of the contract amount or significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign Amendment No. 1 with Chmura Economics & Analytics for a subscription license to utilize workforce and economic management tools by extending the term through January 31, 2025 and adding $58,806 for a new contract total of $77,837; and
b. Approve and authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement as long as they do not exceed 10% ($7,783) of the contract amount or significantly change the scope of work.
SUMMARY/DISCUSSION:
This amendment allows the continued use of the Chmura JobsEQ platform by the Department of Social Services CalWORKs and Employment Services (CWES). CEWS utilizes the Chmura JobsEQ platform to access data on employment statistics and trends, job forecasts, wages, educational data, demographics, and firm-specific information. The platform converts the data into decision-ready information that can be analyzed over a span of time. This helps CWES to monitor and forecast local and regional economic trends, and support CWES customers in making career and education decisions to help promote stable employment and personal and professional growth. It also benefits local employers by growing the available labor force and promoting economic growth within the county.
The subscription license includes access to onboarding for new staff and ongoing training and support from Chmura economists and statisticians.
OTHER AGENCY INVOLVEMENT:
The Auditor Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.
FINANCING:
This agreement is funded through CalWORKs Single Allocation dollars. Sufficient appropriations and revenues for SOC005 are included in the FY 2021-22 Adopted Budget. Future costs will be incorporated in the corresponding budget process.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Economic Development and Health and Human Services Strategic Initiatives adopted by the Board of Supervisors by supporting the success of CWES customers as well as the growth of the local economy.
