RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to Standard Agreement A-17066 with The Data Center for the provision of Health Insurance Portability Accountability Act compliant mailing and distribution services to increase the amount by $70,000 for a revised total Agreement amount of $85,000 for the same term of September 1, 2024 through June 30, 2027.
SUMMARY/DISCUSSION
The Data Center, LLC was established in 1993 and has been providing printing and mailing services for over 30 years. The County of Monterey Health Department’s Environmental Bureau has a similar contract with The Data Center, LLC since April of 2013, providing Health Insurance Portability and Accountability Act (HIPAA) compliant mailing and distribution services. Approval of the Agreement with The Data Center, LLC will enable the County of Monterey Health Department, Behavioral Health Bureau to adhere to the Department of Health Care Services’ requirement of distributing printed beneficiary booklets to beneficiaries. The Data Center, LLC will print and mail HIPAA compliant behavioral health notices, letters, documents, etc. to County of Monterey Behavioral Health Bureau clients within 7-10 business days of receiving client contact information from the Behavioral Health Bureau.
This Amendment No. 1 will allow The Data Center to continue to provide Health Insurance Portability and Accountability Act compliant mailing and distribution services for County of Monterey Health Department beneficiaries.
This work supports one of the County of Monterey Health Department’s 2025-2028 Strategic Plan Goal(s): Build Community Power and Partners’ Capacity to Increase Equity and Improve Health. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Offices of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded with Realignment funds. The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) 2024-25 Adopted Budget. The funds for FY 2025-26 and FY 2026-27 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Requested Budget.
