a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with the Regents of the University of California, U.C. Davis Extension, in the amount of $56,880 for the provision of staff training for the period July 1, 2013 through June 30, 2014, including non-standard mutual indemnity; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a) Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with the Regents of the University of California, U.C. Davis Extension, in the amount of $56,880 for the provision of staff training for the period July 1, 2013 through June 30, 2014, including non-standard mutual indemnity; and
b) Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Under this contract, U.C. Davis Extension will provide the Aging and CalWORKs Employment Services, Community Benefits, Administrative Services and Human Resources Branches with training to enhance worker skills essential for providing quality customer service to the community. The specific topics will be determined at a later time. The agreement provides for sixteen (16) units (days) of training.
Contractor requires that the agreement is executed using the UC Davis standard agreement form, which includes non-standard mutual indemnification. The Department is recommending approval of this exception to the County's standard indemnity language due to limited alternative resources for the training.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved the agreement, with the exception of the non-standard mutual indemnity, which is presented to the Board for approval. County Counsel has approved the agreement as to form.
FINANCING:
Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2013-14 Proposed Budget. Approval of this action has no impact on the County General Fund.
