Approve Amendment No. 3 to Professional Services Agreement No. A-12624 with Page & Turnbull, Inc. to include revisions to the original scope of work to provide for a broader analysis of reuse alternatives for an Adaptive Reuse Feasibility Study for the Old County Jail located at 142 West Alisal Street, Salinas, CA, Project No. 8850, RFP No. 10438, in the amount of $14,660 for a total amount not to exceed $134,360, for a term to November 7, 2014; and
b. Authorize the Contracts/Purchasing Officer to execute Amendment No. 3 to Professional Services Agreement No. A-12624, and up to two (2) future amendments that do not significantly alter the scope of work or change the approved Agreement amount.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 3 to Professional Services Agreement No. A-12624 with Page & Turnbull, Inc. to include revisions to the original scope of work to provide for a broader analysis of reuse alternatives for an Adaptive Reuse Feasibility Study for the Old County Jail located at 142 West Alisal Street, Salinas, CA, Project No. 8850, RFP No. 10438, in the amount of $14,660 for a total amount not to exceed $134,360, for a term to November 7, 2014; and
b. Authorize the Contracts/Purchasing Officer to execute Amendment No. 3 to Professional Services Agreement No. A-12624, and up to two (2) future amendments that do not significantly alter the scope of work or change the approved Agreement amount.
SUMMARY/DISCUSSION:
Amendment No. 3 to Professional Services Agreement (PSA) No. A-12624 with Page & Turnbull, Inc. will address County-directed revisions to Task 4, Reuse Feasibility Analysis and Task 5, Administrative Draft Study of the original scope of work to provide for a broad analysis of six alternatives instead of an in-depth analysis of only one alternative for an Adaptive Reuse Feasibility Study for the Old County Jail located at 142 West Alisal Street, Salinas, CA (hereinafter, "Project"). Amendment No. 3 will increase the PSA in the amount of $14,660, for a total amount not to exceed of $134,360. Attachment A provides a summary of the PSA to date.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller Office have reviewed and approved Amendment No. 3 as to form and legality, and fiscal provisions, respectively.
FINANCING:
There is no financial impact to the General Fund. With approval of Amendment 3, the total estimated project cost is $226,344, of which $147,455 was expended from the FY 2013-14 approved budget. The Board of Supervisors FY 2014-15 Adopted Budget for Fund 402 includes $227,159 for the Project, which is sufficient to cover all remaining project costs to completion, including consulting and project management. Funds remaining at the close of the Project would remain available to address additional work at this site or to address higher priority projects.
