RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Registrar of Voters to render specified election services to the Greenfield Fire Protection District for the August 25, 2015 All Mail Ballot Special Election.
SUMMARY/DISCUSSION:
Division 10 of the California Elections Code provides that a city or district may, by resolution, request that the Board of Supervisors authorize the Registrar of Voters to render election services relating to the conduct of an election. Division 4 of the California Elections Code authorizes certain elections to be conducted by all mail ballot, as long as specified conditions are met.
Resolution No. 2015-08 and 2015-09 were passed by the Greenfield Fire Protection District on May 22, 2015 giving notice of holding an election on August 25, 2015 for a proposed special parcel tax. The resolutions request that the special measure election be conducted entirely by mail and that the Registrar of Voters provide election services.
Election services will be provided upon approval of the Board of Supervisors. The Elections Department routinely conducts elections on behalf of local cities and districts, which reimburse the County for all related expenses pursuant to a cost recovery contract with the District.

OTHER AGENCY INVOLVEMENT:
The Greenfield Fire Protection District has adopted Resolutions No. 2015-08 and 2015-09 requesting that the Registrar of Voters provide election services for the August 25, 2015 election.
FINANCING:
The Greenfield Fire Protection District shall reimburse the County in full for the services performed. The Fiscal Year 2015-16 approved budget for Elections does not include specified estimated expenditures and revenue for this election. No additional cost to the County General Fund associated with this recommendation is anticipated. Elections will coordinate with the County Administrative Office and request from the Board of Supervisors increased appropriations in the event funding becomes necessary. Any requested increased appropriations would be offset entirely by increased revenue through reimbursement by the district.
