Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
  1. Authorize the  Director of the Department of Social  Services (DSS), or his designee, to sign an amendment  with the California SAWS Consortium IV (C-IV) for an amount not to exceed $832,514 to implement the expansion related to the Affordable Care Act (ACA) within the C-IV Contact Center through June 30, 2018; and
  1. Authorize the Director of the DSS, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work; and
  1. Authorize the County Administrative Office to reflect $832,514 of appropriations and estimated revenues in Unit 5010-SOC005-8262 of the FY 2013-14 Adopted Budget (4/5ths Vote).
 
SUMMARY/DISCUSSION:
Monterey County entered into a Joint Powers Agreement (JPA) in 2007, amended in 2010, and an MOU in 2010 with the California SAWS Consortium IV for migration to the C-IV technology for Community Benefits. Section 3.9 of the MOU (Separate Services) allows counties to request services from the Consortium in addition to the development and implementation of the original C-IV technology. On November 27, 2012 your Board amended the contract to include the implementation of a Contact Center. At this time the Department is requesting an amendment to the existing contract that will allow DSS to proceed with augmenting the current Contact Center project to manage the workload associated with the Affordable Care Act according to the specifications set forth in County Purchase MT-01-2013 with a go live date of October 1, 2013.
 
Recommendations of the expenditure plan would allow for expansion of the technical infrastructure necessary to provide Affordable Care Act services to the Monterey County community members. The contract amendment is with the California SAWS Consortium IV which currently holds the contract for 39 counties will provide capacity for additional “phone agents” to provide assistance to community members seeking health insurance under the ACA.  The Department is requesting approval to amend the existing contract with the C-IV Consortium, for $832,514.  This contract amendment is funded with 90% Federal and 10% State funds, and carries no County general contribution.
 
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have approved this agreement.  County Counsel has approved the agreement as to form.
 
FINANCING:
This agreement is funded with Medi-Cal funds 100%.  The Department recommends increasing appropriations and estimated revenues in Unit 5010-SOC005-8262 for the FY 2013-14 Adopted Budget. Approval of this action has no impact to the County General Contribution.
