RECOMMENDATION:
It is recommended that the Monterey County Board of Supervisors, acting as the Board of Directors of the East Garrison Community Services District (EGCSD), receive a report on the meeting schedule selection by the East Garrison Community Services District Advisory Committee for the 2024 calendar year.
SUMMARY/DISCUSSION:
On October 17, 2017, the Monterey County Board of Supervisors, acting as the Board of Directors of the East Garrison Community Services District (EGCSD), adopted Resolution No. 17-383 (Attachment A), establishing an Advisory Committee and By-Laws for the EGCSD.
The By-laws include, in part, requirements governing the setting of meetings for the EGCSD Advisory Committee. Section 5 Meetings states:
“The Committee, at its initial meeting, shall organize by selecting a time and place to meet at least four times each calendar year. All meetings shall be open to the public. The time and place to meet that is established by the Committee at its first meeting shall be presented by the Resource Management Agency to the Monterey County Board of Supervisors, acting as the Board of Directors of East Garrison Community Services District, at a meeting of the Board following initial meeting…”
At its November 8, 2023 EGCSD Advisory Committee meeting, the Committee set the following regular meeting dates, time, and location for the calendar year 2024:

November 13, 2024

OTHER AGENCY INVOLVEMENT:
The Department of Public Works, Facilities and Parks provides administrative support for the EGCSD.
FINANCING:
Currently, funding for the EGCSD is budgeted in Fund 181, Appropriation Unit PFP006, and is derived from a special tax imposed upon residential properties within East Garrison. Staff costs supporting EGCSD, including staff time associated with preparing this report, are funded from this assessment.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Establishing the annual EGCSD Advisory Committee meeting schedule adheres to the Board of Supervisors Administration Strategic Initiative by providing governmental accountability and transparency while meeting the requirements of the EGCSD By-Laws.
