RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a request for the American Society of Civil Engineers to conduct a Peer Review for the Resource Management Agency ; and
b. Authorize the Resource Management Agency Director to execute the American Society of Civil Engineers Peer Review Letter Agreement.
 
SUMMARY/DISCUSSION:
The American Society of Civil Engineers (ASCE) peer reviews for public agencies is a customized evaluation process designed to help government engineering agencies improve the management and quality of their engineering services.  The objective of the ASCE Peer Review for Public Agencies Program is to give public sector engineering, construction, and operations agencies a means to improve the management and quality of their services and thus better protect the public health and safety with which they are entrusted.  The fee associated with conducting this peer review is $8,000 which includes reimbursement to the peer review team members for their expenses.  There is no charge by ASCE or reimbursement to the individual reviewers for their time, as this is considered a contribution to the profession.  The Resource Management Agency (RMA) Director is requesting the Board's approval to request ASCE to conduct a peer review of its design, engineering and construction for both horizontal and vertical construction.
 
Because the Letter Agreement does not contain the standard County contract terms, staff is requesting the Board to delegate authority to the RMA Director to execute the ASCE Peer Review Letter Agreement (copy attached).
 
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed as to form.
 
FINANCING:
The RMA's FY 2012-13 Approved Budget did not include funding to cover the costs associated with conducting an ASCE peer review for the design, engineering and construction for both horizontal and vertical construction, estimated to be $8,000.  If the Board approves the recommendation to conduct this peer review, the RMA will include this project as part of a pending request to modify the FY 2012-13 Adopted Budgets for Fund 002, Roads and Bridges Unit 8195, RMA012, as well as modify the Architectural Services Unit 8173, RMA003 if required.
