b. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or designee of the Department of Social Services to sign Amendment No. 2 to Agreement #5010-452 with Access Support Network for the operation of a Homeless Outreach and Engagement Services System in the County of Monterey adding $398,312 for a new contract total of $733,312 and extend the term by twelve months (12) for a new agreement term of July 1, 2024 through June 30, 2026; and

b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($73,331) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $806,643.

 

SUMMARY/DISCUSSION:

The original agreement provides for the operation of a Homeless Outreach and Engagement Services System providing an urgent response to engage and support individuals experiencing homelessness 7 days a week, from 9am to 5pm through Monterey County. This Amendment #2 adds $363,831 of Permanent Local Housing Allocation Program (PLHA) and $35,000 in County General Funds for a net increase of $398,312, new contract total of $733,312 and extends the term through June 30, 2026. Funding of a countywide homeless outreach response team is a collaborative effort between the County and the local Continumn of Care (CoC) provider, the Coalition of Homeless Services Providers (CHSP). In addition to the County’s contribution, CHSP has engaged with the operator of the homeless outreach team, Access Support Network, on a separate agreement to provide $121,276.12 to support overall operational costs.

 

Access Support Network (ASN) connects individuals to needed resources such as sheltering, social services, mental health, substance abuse treatment medical health services, financial benefits, transportation, meals, emergency shelter, bridge housing, and long-term housing. ASN provides intensive and persistent outreach to build trust with unsheltered clients to encourage them to accept services and develop a comprehensive housing plan. During the period of July 1, 2024 to April 30, 2025, ASN has responded to over 40 community requests to deploy outreach teams and have made over 1,700 contacts with unsheltered residents to encourage and connect them with vital social service programs.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.

 

FINANCING:

This amendment is funded with Permanent Local Housing Allocation (PLHA) through an MOU with Housing and Community Development for $363,312 and County General Funds of $35,000. Sufficient appropriations and revenues for SOC004 are included in the FY 2025-26 Recommended Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Public Safety, Health & Human Services, and Administration Strategic Initiatives adopted by the Board of Supervisors by providing supportive services and field response to high-risk individuals experiencing homelessness.
