DISCUSSION:
In 2006, Monterey County certified an environmental impact report (EIR) for The Pebble Beach Company’s (PBC) Del Monte Forest Preservation and Development Plan (aka Measure A). Although the project was appealed and denied by the Coastal Commission, PBC initiated “pre-mitigation” work with the hope to be able to reach agreement on a project that the Coastal Commission would accept. In 2012, the County approved the Pebble Beach Company Concept Plan (PLN100138). After this contract expires in 2016, an overall Mitigation Monitoring Program will include this biological monitoring. That work will be under a separate, new contract.
For the Del Monte Forest Preservation and Development Plan, Monterey County entered into a PSA with EcoSystems West Consulting Group to provide annual Piperia Plan Studies and California Environmental Quality Act (CEQA) review, and concurrently entered into a RA with PBC. Between 2006 and 2009, on an annual basis, PSAs with EcoSystems West Consulting Group and RAs with PBC were approved by the Board of Supervisors (BOS) for these services with a total PSA cost of $414,510 ($360,443 in Base Budget and $54,067 in Contingency) and a total RA cost of $429,262 ($360,443 in Base Budget, $54,067 in Contingency, and $14,752 in Surcharge Budget). In 2010, the County determined that future annual Piperia Plan Studies and CEQA review could be amended into the 2009 BOS approved PSA and RA.
Amendment No. 7 to PSA No. A-11684 and Amendment No. 7 to RA No. A-11411 will provide 2015 Piperia Plan Studies for the management, protection and restoration of Yadon’s Piperia for The Pebble Beach Company’s Del Monte Forest Preservation and Development Plan and will allow reimbursement for provided services. Amendment No. 7 to the PSA will increase the amount by $60,283, for a total amount not to exceed $232,232. Amendment No. 7 to the RA will increase the amount by $60,283 with no increase to the Surcharge budget of $2,500, for a total amount not to exceed $234,732. A summary of the amendments since 2009 are included as Attachment A.

FINANCING:
Pursuant to the terms of the RA with PBC and the County, the expenses of EcoSystems West Consulting Group and RMA - Planning to provide 2015 Piperia Plan Studies for The Pebble Beach Company’s Del Monte Forest Preservation and Development Plan will be reimbursed through budgets established in the RA with PBC. There will be no impact to the General Fund.
