RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 1 to Mental Health Services Agreement A-15539 between County of Monterey and Center for Community Advocacy, for the provision of culturally specific mental health prevention and early intervention services for unserved adults, children and families for the increased amount of $394,229 ($141,989 for Fiscal Year (FY) 2021-22, $293,109 for FY 2022-23, and $243,109 for FY 2023-24), for an updated agreement amount not to exceed $678,207 for the extended term of July 1, 2021 through June 30, 2024.
SUMMARY/DISCUSSION:
As part of the Monterey County Health Department, Behavioral Health Bureau’s Access and Mental Health Services Act (MHSA) outreach, engagement and mental health programs, the County has an Agreement A- 15539 with Center for Community Advocacy (CCA) to meet goals and objectives outlined in the County’s MHSA Plan. Since MHSA revenues are higher than budgeted and this agency has the capacity to increase services delivered to the community, approval for amending Agreement to increase amount and extending term as appropriate, is being sought.
CCA provides outpatient mental health services and access to services to the underserved Latino population of Monterey County and works in partnership with Monterey County Behavioral Health Bureau (MCBH) to streamline the referral process for residents who qualify for Specialty Mental Health Services provided by MCHB. The Agreement with CCA is for a current contracted dollar amount of $283,978 which will expire on June 30, 2023. Amendment No. 1 adds funding in the amount of $394,229 and extends the Agreement by one additional fiscal year through June 30, 2024.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goal: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The office of the County Counsel and Auditor-Controller have reviewed and approved Amendment No. 1 as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by MHSA PEI (93%), and Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) (7%). The funds for this Agreement ($628,207) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2022-23 Requested Budget. Appropriations and revenues will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2023-24 Requested Budget.

Agreement
