a. Authorize the Director of Health to execute a three fiscal year term (FY 2015-16, 2016-17 and 2017-18) Alcohol and Drug Treatment Services Agreement with Sun Street Centers for the provision of alcohol and drug recovery services in the annual amount of $1,460,264 for a total of $4,380,792; and
b. Authorize the Director of Health to execute up to three (3) future amendments to this agreement where the amendments do not exceed 10% of the original Agreement amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Director of Health to execute a three fiscal year term (FY 2015-16, 2016-17 and 2017-18) Alcohol and Drug Treatment Services Agreement with Sun Street Centers for the provision of alcohol and drug recovery services in the annual amount of $1,460,264 for a total of $4,380,792; and
b. Authorize the Director of Health to execute up to three (3) future amendments to this agreement where the amendments do not exceed 10% of the original Agreement amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This new Alcohol and Drug Services Treatment Agreement with Sun Street Centers replaces Agreement A-12236 which expires on June 30, 2015. Sun Street Centers provides residential and outpatient alcohol and drug recovery services for Non-Medi-Cal, AB 109, Drug Treatment Court and CalWORKS eligible Monterey County residents.
This Agreement contains the County’s standard 30 day termination provision (Section 5), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding (Section 6). Should the funding be reduced or terminated, Behavioral Health Bureau will implement a plan to terminate this Agreement as needed.
This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and County Counsel have reviewed and approved this Agreement as to fiscal provisions and legal form, respectively. This Agreement is on file with the Clerk of the Board.
FINANCING:
This Agreement is funded 100% by State and Federal Alcohol and Drug Prevention dollars. The funds for this Agreement for FY 2015-16 ($1,460,264) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Recommended Budget. The funds for this Agreement for FY 2016-17 ($1,460,264) and FY 2017-18 ($1,460,264) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2016-17 and FY 2017-18 Requested Budgets.
