Consider options to continue or disband the Board of Supervisors COVID-19 Ad Hoc Committees.

RECOMMENDATION:

It is recommended that the Board of Supervisors consider the following options for each of its COVID-19 ad hoc committees:

a)                     Disband and remove from the 2021 appointments list; or,

b)                     Confirm and establish a termination date consistent with the expiration of the Governor’s declaration of emergency for the COVID-19 pandemic event.

 

SUMMARY:
At the beginning of each calendar year, the Chair of the Board of Supervisors proposes to the full Board the appointment of Board members to serve on a variety of standing and ad hoc committees of the Board and also to a number of external boards, committees, commissions, and other governmental entities which require representation of the County by a member of the Board of Supervisors.  The appointments for calendar year 2021 were approved by the Board on January 12, 2021.  Committees may also be established or disbanded at any time during the year.  Staff requests that the Board consider the status of the COVID-19 related ad hoc committees.

 

DISCUSSION:

In 2010, the Board of Supervisors adopted a policy for standing and ad hoc committees.  Under that policy, ad hoc committees are to have a limited duration, generally one year or less, unless a specific termination date is indicated.  Several ad hoc committees were established at the early onset of COVID-19 (2020) to engage the community and businesses in the County’s pandemic response. This included the Agricultural, Construction, Hospitality, Non-Hospital Medical/Personal Services, and Religious Organizations ad hoc committees.  On January 12, 2021, the Board took action to re-establish the Agricultural, Construction, Hospitality, and Religious Organizations ad hoc committees; disband the Non-Hospital Medical/Personal Services ad hoc; and, form the Communications ad hoc.  These actions were taken as part the Board’s yearly committee appointment process. 

 

The adopted 2021 appointments list currently includes five (5) COVID-19 related ad hoc committees.  The need for a some of these bodies may have ceased due to the significant decrease in positivity rates, more readily available vaccine, increase in vaccination rates, and expansion of reopening efforts.  Conversely, there may be a need to further advance some of these efforts until such a time where the pandemic reaches a more manageable state with fewer restrictions.  Since ad hoc committees should only exist for limited duration, staff recommends that the Board consider the status of the COVID-19 ad hoc committees and take action to confirm or disband each individual committee.  As proposed, disbanded committees would be removed from the 2021 appointment list and reestablished if the need arises.  Committee’s deemed confirmed by the Board would remain on the appointment list and carry a termination date consistent with the expiration of the Governor’s declaration of emergency for the COVID-19 pandemic event.  A copy of the 2021 appointments list is attached to this report as reference.

 

The Covid-19 ad hoc committees for consideration to confirm or disband are:

2.                     Construction

3.                     Communication

4.                     Hospitality

5.                     Religious Organizations

 

OTHER AGENCY INVOLVEMENT:

None.

 

FINANCING:

There are no financial impacts to the General Fund resultant to the Board receiving this report. Costs related to the operation of various boards, committees and commissions are funded in the appropriate departmental budget related to their operations.
