Acting on behalf of CSA 72 - Las Palmas Ranch:
a. Approve an increase in appropriations in the amount of $13,000 and use of $13,000 from Uncommitted Fund Balance in the FY 2014-15 Adopted Budget for County Service Area 72 - Las Palmas Ranch Fund 091-3000-8198-6835-RMA087 Balance to fund the initial phase of Las Palmas Ranch Cross Connection Remediation Program (4/5th vote required); and
b. Authorize the Auditor-Controller to amend the FY 2014-15 Adopted Budget for County Service Area 72 - Las Palmas Ranch RMA Appropriation Unit 8198 RMA Fund 073 to increase appropriations in the amount of $47,000 where the RMA Fund 073 Unassigned Fund Balance is the financing source to balance the appropriation increase.

RECOMMENDATION:
It is recommended that the Board of Supervisors acting on behalf of CSA 72 - Las Palmas Ranch:
a. SUMMARY/DISCUSSION:
In June, the Board of Supervisors adopted a budget for CSA 72 - Las Palmas Ranch. The requested additional appropriations are needed to pay for the initial phase of Las Palmas Ranch Cross Connection Remediation Program. The requested appropriations fund consultant and staff costs to complete an investigative report to determine information required to implement the Las Palmas Ranch Cross Connection Control Plan. This plan will review the existing 15 homeowners associations and property owners that are or may be using recycled water from the Las Palmas Ranch Treatment Plant and to prepare a proposal to perform cross connection investigations, testing and report the findings. Financing needed to implement the Las Palmas Ranch Cross Connection Control Plan would require future Board action additional appropriations.
OTHER AGENCY INVOLVEMENT:
A Cross Connection Control Plan is needed to meet regulatory requirements related to Waste Discharge Requirements (WDR) established by the Regional Water Quality Control Board. Although the wastewater treatment plant for Las Palmas Ranch is owned and operated by a private utility company, the WDR still lists the County as a responsible entity in relation to distribution of recycled water to various users for irrigation purposes until the Las Palmas Ranch Irrigation Association is formed. These actions were considered by the Budget Committee on October 29, 2014.
FINANCING:
The $13,000 costs associated with the Project will be financed by the County Service Area No. 72 - Las Palmas Ranch (Fund 091, Unit 8198). The current Unassigned Fund Balance for CSA 72 would be reduced from $39,099 to $26,099 resulting in a 33% reduction. The remaining fund balance would be equal to five times the annual operating budget for CSA 72 - Las Palmas Ranch pending Board approval, sufficient appropriations will be available in the County Service Area No. 72 - Las Palmas Ranch.
