Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Chief Probation Officer to execute an Agreement with Turning Point of Central California, Inc. to provide employment training and job placement services for adult offenders under the AB 109 Public Safety Realignment plan, effective July 1, 2023 through June 30, 2024, not to exceed $271,975; and,

b.                     Authorize the Chief Probation Officer to sign future amendments to the Agreement where the amendments do not exceed 10% ($27,197) of the original Agreement amount and do not significantly alter the scope of services, for a not to exceed maximum of $299,172.

 

SUMMARY:

California Assembly Bill 109 (AB 109), Public Safety Realignment Act of 2011, allocates funding to counties for the implementation of state-mandated local programs related to adult offenders that have been realigned from State to local jurisdictions. The Probation Department serves as lead agency and fiscal agent for the implementation of the AB 109 Public Safety Realignment plan for the County of Monterey. Funding is allocated for custody, supervision and treatment services. The Probation Department recommends entering a Standard Agreement with Turning Point of Central California, Inc. (Turning Point) to provide employment training and job placement services for adult offenders eligible under AB 109.

 

DISCUSSION:

AB 109 allocates funding to counties for state-mandated local programs related to adult offenders that have been realigned from the State to local jurisdictions. The Probation Department serves as lead agency and fiscal agent for the implementation of the AB 109 Public Safety Realignment plan; this plan includes funding for employment training and job placement services.

 

For fiscal year 2023-2024, AB 109 funding in the amount of $ 271,975 has been allocated to Turning Point to provide employment training and job placement support services for adult offenders eligible for the programs. Turning Point is a non-profit agency providing services in collaboration with other AB 109 funded programs. Turning Point provides structured programs designed to assist with job search and placement assistance, career counseling, job referrals, job development including working with employers, and attending workshops, as well as subsidized employment. This program is designed to provide the program participants with the skills and confidence to seek employment for a successful transition into the community. The recommended Standard Agreement will allow Turning Point to provide these services for fiscal year 2023-2024.

 

OTHER AGENCY INVOLVEMENT:

The Standard Agreement has been approved by the Office of the County Counsel as to form and by the Auditor-Controller’s Office as to fiscal terms. 

 

FINANCING:

Funds in the amount of $271,975 associated with this recommendation are allocated from the AB 109 Public Safety Realignment State allocation. The FY 23-24 AB 109 recommended budget was presented to and approved by the Community Corrections Partnership (CCP) on February 2, 2023. Funding for all AB 109 programs has been authorized in the current State budget and is included in Probation’s Recommended Budget, 001-2550-PRO001-Unit 8165 for FY 23-24. There is no additional cost to the County General Fund associated with this recommendation.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommendation to approve the Standard Agreement with Turning Point, Inc. supports the Board of Supervisors Strategic Initiatives of: 1) Economic Development by providing training and employment opportunities to improve economic circumstances of AB 109 eligible adult offenders; 2) Health and Human Services by providing access to County services that improve quality of life and encourage healthy lifestyle choices; and 3) Public Safety by encouraging self-sustainability to aid in crime prevention and successful reintegration into the community.
