b. Declare “elected” the candidates to each office under the Board’s jurisdiction.

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Receive the Certified Statement of Votes Cast and declare final the results of the November 3, 2020 General Election as set forth in the attached documents; and,

b.                     Declare “elected” the candidates to each office under the Board’s jurisdiction.

 

SUMMARY:

The Elections Department requests the Board of Supervisors receive the Statement of Votes cast at the November 3, 2020 General Election within Monterey County, as certified by the Registrar of Voters.  In addition, Elections requests that the Board declare “elected” the candidates to their respective offices for which the Board of Supervisors has jurisdiction.

 

DISCUSSION:

In accordance with Elections Code Section 15372, the Registrar of Voters is submitting the certified Statement of Votes Cast to your Board.  Pursuant to Elections Code Section 15374, the Statement of Votes Cast shows:

 

                     the total number of ballots cast;

                     the number of votes cast at each precinct for each candidate and for and against each measure;

                     the total number of votes cast for each candidate and for and against each measure.

                     the total number of votes cast in each city, assembly district, congressional district, senatorial district, State Board of Equalization district, and supervisorial district located in whole or in part in the county, for each office and proposition voted on within the state.

 

This Statement of Votes also reports vote by mail results by each voting precinct.

 

The Elections Department will also file a certified Statement of Votes with the California Secretary of State who shall compile the statements of all 58 counties and certify the statewide results and each local jurisdiction with candidates and/or ballot measures on the ballot.

 

Pursuant to Elections Code Sections 8140 and 15400, et seq., the Registrar of Voters recommends that the Board of Supervisors declare elected the candidates who received a majority of votes for the respective county offices for which the Board of Supervisors has jurisdiction as detailed on the attached November 3, 2020 Final Summary Report. 

 

Likewise, it is recommended the Board declare the results of each measure voted on, in which:

 

                     Measure H - Shandon Joint Unified School District (Shared Jurisdiction - San Luis Obispo County is the lead county and will determine if the district achieved the voter requirement);

                     Measure I - San Miguel Joint Union School District (Shared Jurisdiction - San Luis Obispo County is the lead county and will determine if the district achieved the voter requirement);

                     Measure J - Gonzales Unified School District achieved the 55% voter requirement to pass;

                     Measure K - Gonzales Unified School District achieved the 55% voter requirement to pass;

                     Measure L - City of Pacific Grove achieved the majority voter requirement to pass;

                     Measure N - Soledad Unified School District achieved the 55% voter requirement to pass;

                     Measure O - Aromas-San Juan Unified School District (Shared Jurisdiction - San Benito County is the lead county and will determine if the district achieved the voter requirement)

                     Measure P - City of King achieved the majority voter requirement to pass;

                     Measure Q - City of Marina achieved the majority voter requirement to pass;

                     Measure S - City of Soledad achieved the majority voter requirement to pass;

                     Measure T - City of Greenfield achieved the majority voter requirement to pass;

                     Measure U - City of Sand City did not achieve the majority voter requirement to pass;

                     Measure V - Monterey Peninsula Community College District achieved the 55% voter requirement to pass;

                     Measure W - Salinas Union High School District achieved the 55% voter requirement to pass;

                     Measure X - City of Gonzales achieved the majority voter requirement to pass;

                     Measure Y - City of Monterey achieved the two-thirds voter requirement to pass;

                     Measure Z - City of Marina achieved the majority voter requirement to pass;

 

as indicated in the attached November 3, 2020 Final Summary Report.

 

Copies of the November 3, 2020 Final Summary Report and Statement of Votes Cast are on file with the Clerk of the Board and available online at www.MontereyCountyElections.us.

 

OTHER AGENCY INVOLVEMENT:

The districts recorded in the attached document requested that the Registrar of Voters render election services for the November 3, 2020 General Election. County Counsel reviewed and approved the recommendation.

 

FINANCING:

California Elections Code Section 10002 mandates that all jurisdictions requesting election services from the County shall reimburse the County for the services performed.  There will be no additional cost to the County General Fund associated with this recommendation.
