RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Chair of the Board of Supervisors to sign Amendment #1 to Agreement #A-11489 with Central California Alliance for Health for the provision of health plan benefits for In-Home Supportive Services providers, adding $31,020, increasing the first twelve months funding to $1,987,500 for July 1, 2011 to June 30, 2012 of this two year agreement.
 
SUMMARY/DISCUSSION:
This Amendment No. 1 to Agreement  A-11489 with Central California Alliance for Health for the period of July 1, 2011 thru June 30, 2013 adds additional funding of $31,020 to the first twelve months of this two year agreement not to exceed $1,987,500 to provide 62 more  service premiums for local In-Home Supportive Service Providers for the current fiscal year.  The agreement specifies amounts payable by fiscal year and must be amended to ensure providers health premiums pursuant to the County's memorandum of understanding with IHSS Home Care Providers.
 
The Central California Alliance is a locally governed publicly operated regional non-profit health plan that serves members in Santa Cruz, Monterey and Merced counties using the State's preferred County Organized Health System (COHS) model of Medi-Cal managed care.  Supervisor Parker was appointed as the County's representative to the Alliance and currently serves as its Chair. The Central California Alliance for Health has offered the Alliance Care IHSS health plan since July 1, 2005, providing comprehensive and high quality coverage including, hospital, outpatient, primary and specialized care, prescription drugs, mental health services, etc. for a maximum of 375 local IHSS providers who meet eligibility criteria.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, the Auditor-Controller, and Purchasing have reviewed and approved this amendment.
 
FINANCING:
The addition of $31,020 will increase the first year of service premiums to $1,987,500.  The 2nd year of service premiums will be based upon the health benefits budgeted in the FY2012-13 Adopted Budget.   For this addition, sufficient appropriations and estimated revenues for SOC001 are included in the FY 2011-12 Final Budget.  There is no additional impact to the County General Fund.
