RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 1 to Agreement A-12170 with American Medical Transport, Inc., dba Central Coast Ambulance, extending the term for two additional fiscal years in the annual amount of $100,000 for FY 2013-14 and $100,000 for FY 2014-15 for a revised maximum total Agreement amount of $350,000 for the provision of wheelchair and gurney transportation services for psychiatrically and/or physically disabled clients for the period January 15, 2012 through June 30, 2015.
SUMMARY/DISCUSSION:
American Medical Transport, Inc., dba Central Coast Ambulance provides essential transportation services for psychiatrically or physically disabled clients to and from State and Veteran's Administration hospitals, locked skilled nursing facilities, the County's psychiatric inpatient unit, and other facilities in California. These services are pre-planned, with a small portion being provided within the County; the majority of the services will involve transporting clients to and/or from facilities located outside of the County. This Agreement also ensures that critical advanced life support ambulance response services are not diverted for these non-emergent transportation needs of psychiatrically and/or physically disabled clients. This proposed Amendment No.1 to Agreement A-12170 will assure the continued availability of timely and safe transport of disabled clients between locked facilities and for court appearances in Salinas through June 30, 2015.
This Agreement contains the County's standard 30-day no cause provision (Section IV,B) and an additional defunding provision (Section IV, D) which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
OTHER AGENCY INVOLVEMENT:
The County Counsel and Auditor-Controller have reviewed this Amendment No. 1 and have approved as to legal form and fiscal provisions. This Amendment No. 1 is on file with the Clerk of the Board.
FINANCING:
This Agreement is funded by Realignment revenues. The funds for this Agreement are included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Request Budget for Fiscal Year 2013-14 which the Department anticipates being adopted on June 25, 2013.
