a. Authorize the County Purchasing Agent or designee to execute one-year, non-standard agreement with Karpel Computer Systems, Inc. for the continued operation of the case management system and related services for the Office of the District Attorney in an amount not to exceed $175,000 for the term July 1, 2026 through June 30, 2027.
b. Accept non-standard contract provisions as recommended by the District Attorney;
c. Authorize the County Purchasing Agent or designee or the District Attorney or designee to sign and execute all necessary documents and verifications related to the renewal Agreement, including any amendments or additions of services, subject to County Counsel review, provided such amendments do not cause the renewal Agreement amount to exceed $200,000;
d. Authorize the County Purchasing Agent or designee to issue purchase orders on an as-needed basis pursuant to the Agreement.

SUMMARY:
Karpel Computer Systems, Inc. has provided the District Attorney’s Office case management system since 2013. The Prosecutor by Karpel (PbK) system is a cloud-based, CJIS-compliant platform that supports critical prosecutorial functions, including case filing, criminal history review, case tracking, and statutory reporting.
This request is to renew the agreement with Karpel Computer Systems, Inc. for an additional one-year term from July 1, 2026 through June 30, 2027, in an amount not to exceed $175,000.
Approval of this renewal will ensure continued operation of the District Attorney’s Office case management system, which supports the management of more than 13,700 cases annually.
DISCUSSION:
Karpel Computer Systems, Inc. has provided the District Attorney’s Office case management system since 2013. The Prosecutor by Karpel (PbK) system is a cloud-based, CJIS-compliant platform that enables the Office to manage cases from initiation through resolution.
The system supports essential prosecutorial functions, including case intake, criminal history review, charging, discovery, case tracking, and statutory reporting. These capabilities allow attorneys and staff to process and manage cases efficiently and in compliance with legal and regulatory requirements. PbK also interfaces with internal and partner-agency systems to support electronic filing and the secure exchange of case-related information.
Ongoing vendor support is essential to maintain system functionality, data integrity, and compliance with evolving legal and technological requirements. This request is to renew and extend the agreement with Karpel Computer Systems, Inc. for an additional one-year term from July 1, 2026 through June 30, 2027, in an amount not to exceed $175,000.
Approval of this renewal will ensure uninterrupted operation of the District Attorney’s Office case management system, which supports the management of more than 13,700 cases annually.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
County Counsel has approved the agreement as to legal form. Auditor-Controller’s Office reviewed the contract but does not agree to the non-standard payment provisions.
FINANCING:
Funding for this Agreement in Fiscal Year 2026-27 was included the District Attorney’s proposed Budget. There will be no increase in the General Fund Contribution resulting from this Board action.
