a. Adopt a resolution to authorize the Department of Emergency Management (DEM) to submit applications to the California Strategic Growth Council (SGC) for the Community Resilience Centers (CRC) program Planning Grant in the amount not to exceed $500,000 and CRC Development Grant in the amount not to exceed $5,000,000 over the 2-year grant term during FY 2024, 2025, and 2026; and
b. Designate and authorize County staff position Director of Emergency Management and/or their designee to execute grant documents and applications for the development and submission of the grants; and
c. Authorize the Department of Emergency Management to receive award, if granted, from the California Strategic Growth Council (SGC) for the Community Resilience Centers (CRC) program Planning Grant in the amount not to exceed $500,000 and CRC Development Grant not to exceed the amount of $5,000,000 for the 2-year period from grant execution.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt a resolution to authorize the Department of Emergency Management (DEM) to submit applications to the California Strategic Growth Council (SGC) for the Community Resilience Centers (CRC) program Planning Grant in the amount not to exceed $500,000 and CRC Development Grant in the amount not to exceed $5,000,000 over the 2-year grant term during FY 2024, 2025, and 2026; and
b. Designate and authorize County staff position Director of Emergency Management and/or their designee to execute grant documents and applications for the development and submission of the grants; and

Authorize the Department of Emergency Management to receive award, if granted, from the California Strategic Growth Council (SGC) for the Community Resilience Centers (CRC) program Planning Grant in the amount not to exceed $500,000 and CRC Development Grant not to exceed the amount of $5,000,000 for the 2-year period from grant execution.
DISCUSSION/SUMMARY:
The Department of Emergency Management (DEM) is working with a cross-County team and a Collaborative Stakeholder Structure in development of the Community Resilience Centers (CRC) Planning and Development grants to develop one or more sites that can act as evacuation points, cooling or warming centers, commodity points of distribution, and disaster shelters during incidents as well as support year-round Community Resilience Services and programs. In collaboration with the Monterey County Free Libraries (MCFL), Public Works, Facilities and Parks (PWFP), the County Homeless Services Director, the County Administrative Office’s (CAO), Housing and Community Development and the Pajaro Recovery Task Force, the grant, if successful, could fund land acquisition and development for a new site, construction plans for new or enhanced facilities. The County team and stakeholders are examining locations in North County and South County, along with projects currently in development, for potential application or applications for this funding. The focus is on both ongoing usages to serve communities and resiliency during a disaster to serve emergency needs. Generally, the SGC CRC grants do not require a county cost-share of the award. Grantees may request advanced payment or reimbursement from SGC for CRC Planning and Development Grants on a quarterly basis (every three months). Please note advanced payments can be up to 20% of the total grant award, spread across a series of installments between the start date identified in the grant agreement until June 20, 2025.

FINANCING:
This recommendation does not impact DEM’s FY 2023-24 budget. If an award is designated DEM will seek authorization from the Board of Supervisors.
