a. Approve and authorize the Director or designee of the Department of Social Services to sign an Agreement with Kendal White dba K&D Landscaping Inc to provide services to pour concrete slab and place dog tunnel at SHARE Center, retroactive to September 1, 2025 for the period of September 1, 2025 through June 30, 2026, in the amount of $40,000; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($4,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $44,000.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign an Agreement with Kendal White dba K&D Landscaping Inc to provide services to pour concrete slab and place dog tunnel at SHARE Center, retroactive to September 1, 2025 for the period of September 1, 2025 through June 30, 2026, in the amount of $40,000; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($4,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $44,000.
SUMMARY/DISCUSSION:
This agreement is for minor renovations to the pet run area of the Salinas Housing Advancement, Resource & Education (SHARE) Center. These improvements will allow for installation of additional kennels and a dog tunnel intended to enhance recreation and accommodations for pets who are staying with their owners at the SHARE Center. The dog tunnel and kennels were obtained through a previous grant specifically to enhance the needs of pets staying in homeless shelters and housing navigation centers.
The Department of Social Services (DSS) worked with Public Works, Facilities and Parks (PWFP) several years ago to complete these renovations, however the scope and cost exceeded the budget available for this project. Several bids were initially issued thru PWFP as DSS went back to strategize on how to scale back the project to work within the budget available. DSS requested quotes from several vendors on County Purchasing’s Master Agreement listing prior to selecting the vendor for this project using prevailing wage. This agreement is retroactive and DSS is requesting approval of this agreement.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
Funding for this agreement is provided by Homeless, Housing, Assistance and Prevention grant round 4 with funds specifically designated for shelter improvements. Sufficient appropriations and estimated revenues in SOC004 are included in the FY 2025-26 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by promoting access to safe shelter and housing navigation services to reduce risk for physical and mental health issues and other chronic illness to individuals experiencing homelessness.
