RECOMMENDATION:
It is recommended that the Monterey County Parks Commission:
a. Receive a report on the proposed change to the County of Monterey Parks Commission Bylaws by adding an “At-Large” member who lives within the County of Monterey; and
b. Support staff moving the Monterey County Parks Commission Bylaws’ approved changes and modifications, to the Board of Supervisors for consideration and adoption.
SUMMARY:
Parks Commissioners request the Monterey County Parks Commission Bylaws be amended to add an “At Large” member who lives within the County of Monterey.
DISCUSSION:
On April 26, 1966, the County of Monterey Board of Supervisors established and created the Monterey County Parks Commission (Resolution 66-185), and was amended on July 29, 1980 (Resolution 80-430), August 28, 1990 (Resolution 90-497), April 24, 2018 (Resolution 18-048), and June 8, 2021 (Resolution 21-160).
During the August 7, 2025, Parks Commission (Commission) meeting, Commissioners requested adding an “At Large” member to the Commission who resides within the County of Monterey and has relevant experience in parks, open space and recreation management and/or operations.
Modifications to the Commission Bylaws include; Section 2, Membership has been amended to add b) One “At Large” member who must be a resident within the County of Monterey and has relevant experience in parks, open space and recreation management and/or operations; and the previous “b” has been relabeled “c”.
Staff requests the Commission support moving the updated proposed Bylaws, to the Board of Supervisors for consideration and adoption.
OTHER AGENCY INVOLVEMENT:
Office of County Counsel reviewed the Resolution draft and approved as to form.
FINANCING:
Public Works, Facilities and Parks (PWFP) serves as staff for the Commission. Staff time associated with preparing this report are included in the PWFP Fiscal Year 2025-26 Adopted budget. No financial impact will result from the recommendation and related action.
