RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Authorize the Director of Health Services or designee to execute the Student Placement Agreement (Agreement) with West Coast University, Inc. with a term of August 20, 2024 to June 30, 2028, for the placement of students within the Health Department to complete internship/externship assignments as part of their respective field education and service-learning requirements; and
b. Approve the recommendation of the Director of Health Services to accept modifications to indemnification provisions in the Agreement.

SUMMARY DISCUSSION:
The Health Department’s Clinic Services Bureau (Health Department) operates ten community clinic sites designated as Federally Qualified Health Center (FQHC), which provide preventive, primary, and specialty medical care services. 

The Health Department has the ability to provide a learning environment in the clinic for students who require practical field experience education, while also increasing potential to attract future job candidates to the Health Department workforce. This Agreement with West Coast University is based on the Board-approved Student Placement Agreement template that was approved by the Board on May 4, 2021, and provides the County of Monterey with standards of policy, procedures, and best practices for student placement. 

Although the Health Department is requesting modifications to the indemnification provisions to this Agreement, it continues to be the goal of the Health Department to use the template pre-approved by the County of Monterey Board of Supervisors for each participating university and/or college to help streamline administrative processing and reduce timeline for execution.

While this work is not directly in support of a Health Department strategic goal, it is in support of one of one or more of the ten essential public health services, specifically: 4. Mobilize community partnerships and action to identify and solve health problems; and 8. Assure competent public and personal health care workforce.

OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the Agreement as to form. Risk Management has reviewed as to risk provisions.

FINANCING:
There are no fiscal provisions included in this Agreement.
