RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize and direct the Contracts Purchasing Officer or their designee to execute the non-standard agreement with Axon Enterprises, Inc. for Axon Air drone management licenses, from July 1, 2024 through June 30, 2034, in the amount of $207,280. 

 

SUMMARY/DISCUSSION:

The Axon Air drone solution offers unparalleled features, notably the ability to live stream video to the Department of Emergency Management Operations Center, as well as specialized units like Search and Rescue (SAR), SWAT, and law enforcement officers during critical and non-critical incidents. 

 

The live streaming functionality proved vital for swift and informed decision-making during natural disasters like the flooding in 2022-2023 and could be utilized after earthquakes and fires. The ability to live stream video in real time will provide the Emergency Management Operations Center with a crucial tool to coordinate responses, allocate resources effectively, and enhance situational awareness, ultimately ensuring the safety of our community members.

 

In addition to natural disaster response, Axon Air extends its benefits to specialized units like Search and Rescue (SAR), SWAT, and law enforcement officers during critical and non-critical incidents.  It has been proven invaluable in addressing critical incidents, exemplified by the Officer Involved Shooting on May 31st, 2023. The live streaming capability facilitated immediate sharing of visual information with relevant authorities, ensuring a coordinated and transparent response, and saved lives.

 

Purchasing of the Axon Air Drone Solution will provide the MCSO with secure wireless live streaming which will provide critical situational awareness, improved outcomes for public safety and communities, and ensure transparency in law enforcement actions. Axon Air can be deployed during critical and non-critical situations and integrates evidence management and program management offering operational and administrative efficiency for the Sheriff’s Office. It provides interoperability with several local public safety agencies that already employ this platform thusly enhancing safety and awareness.

 

The vendor is honoring pricing pursuant to a separate Sourcewell Contract #010720-AXN to which the County of Monterey is not a signatory.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and advised on this Agreement as to legal form. The Auditor-Controller has reviewed and approved the Agreement as to fiscal provisions. 

 

FINANCING:

The costs of this contract will be absorbed by the FY 2023-24 Adopted Budget, and ongoing costs will be included in future year budgets.  There will be no increase in the General Fund Contribution resulting from this Board action.
