RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to sign a Standard Services Agreement between the County of Monterey and Motivating Individual Leadership for Public Advancement (MILPA) for the provision of reclassification and community outreach and education services for Proposition 47 Cohort-3 Grant services in Monterey County, in the amount of $298,389 for Fiscal Year’s 2022-26 retroactive to February 16, 2023; and

b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed 10% ($29,839) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Board of State and Community Corrections (BSCC) awarded a continuing three-year $6,000,000 Proposition 47 Cohort-3 grant to the County of Monterey Health Department, Behavioral Health Bureau. The Grant will continue to focus on individuals in the criminal justice system in need of mental health, substance abuse treatment and supportive services needed to eliminate barriers to successful reintegration into society and reduce the recidivism rate of people convicted of less serious crimes.

 

To perform the terms of this grant, the Behavioral Health Bureau will continue to work with MILPA to provide reclassification and community outreach, education services and Talking Circles to eligible clients in Monterey County. MILPA has been our services provider since inception of Proposition 47 Cohort-1 funding and will continue to be our services provider in Cohort-3 in providing the appropriate supportive services aimed at increasing the progression and recovery rate for this population. Since inception of Proposition 47 Cohort-1 funding, MILPA has been the key service provider for eligible individuals residing in South Monterey County. MILPA has successfully outreached to over 4,000+ individuals for Prop 47 reclassification and have referred approximately 500+ individuals to the Office of the Public Defender for further filing and processing. MILPA has conducted over 30 outreach and engagement sessions throughout South County and has facilitated 10-week “Talking Circles” serving over 100 of individuals. This Agreement is retroactive to February 16, 2023 due to prolonged contract negotiations and working with the BCSS to execute our State Agreement.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section 7.0, Subsection 7.01) and an additional defunding provision (Section 7.0, Subsection 7.03), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the County of Monterey  Health Department 2018-22 strategic plan initiative; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically; 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

The period of the Grant is from February 16, 2023 to March 30, 2026. This agreement is fully funded by the Proposition 47 Cohort- 3 grant. The grant provides funding for Fiscal Years 2022-26. The funds for Fiscal Year 2022-23 are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2022-23 adopted budget. The expenditures for Fiscal Years 2023-24 through 2024-26 will be included in the Department’s requested budget for each fiscal year.  Any unused contract authority will be fully budgeted in the subsequent Fiscal Years, through the term of the Agreement.
