RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Ratify authorization for the Chief Probation Officer to sign a Coalition Involvement Agreement grant application to Sun Street Centers for the Preventing Alcohol Related Trauma in Salinas (P.A.R.T.S.) program during Fiscal Year 2013-14; and
b. Authorize the Chief Probation Officer to sign the Grant Agreement with Sun Street Centers.
SUMMARY:
Due to the timeline constraints of the due date of the grant application submission, the Probation Department signed the required Coalition Involvement Agreement prior to the Board of Supervisor's approval. Probation has agreed to be the Law Enforcement Agency representative, required for the Preventing Alcohol Related Trauma in Salinas (P.A.R.T.S.) program. Upon authorization, the Chief Probation Officer will sign the Memorandum of Understanding to participate in P.A.R.T.S.
DISCUSSION:
Sun Street Center is applying for a federal grant to support the Preventing Alcohol Related Trauma in Salinas (P.A.R.T.S.) program. In this program, Monterey County advocacy coalitions have worked towards preventing alcohol-related trauma and youth initiation of alcohol, tobacco and drugs in Salinas, the Peninsula, and South County. The coalition provides proven effective change in the community by promoting education and awareness, advocacy, policy enforcement and environmental policy changes.
Probation has agreed to be the law enforcement agency component of this multi-agency collaboration. Probation supports monthly meetings and contributes to the strategic planning process.
OTHER AGENCY INVOLVEMENT:
The grant application and Memorandum of Understanding has been approved as to legal form by County Counsel.
FINANCING:
The Probation does not receive any grant funds for its on-going participation in the P.A.R.T.S. program. There is no anticipated increase in County General Fund Contribution with the current recommended action.
