Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with Meals on Wheels of the Salinas Valley to provide congregate meals, and home-delivered meals and nutrition education to seniors in the Salinas, North County and South Monterey County regions, for the period of July 1, 2024 through June 30, 2025, in the amount of $646,393; and

b. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to this amended Agreement where the total amendments do not exceed 10% ($64,639) of the amended contract amount and do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $711,032

 

SUMMARY/DISCUSSION:

This agreement provides both congregate meals for in-person dining and home-delivered meals to older adults that are home-bound on a temporary or permanent basis. The home-delivered meal program serves seniors living in the County of Monterey Supervisor Districts 1, 2, 3 and 4.  The area includes:  Most of urban Salinas, Aromas, Boronda, Castroville, Las Lomas, Moss Landing, North Salinas, Pajaro, Prunedale, and Royal Oaks, East Salinas, Spreckels, Chualar, Greenfield, Gonzales, Ft. Hunter Liggett, King City, Soledad, Lake San Antonio, Lockwood, Bradley, San Lucas, San Ardo, Parkfield, Bryson-Hesperia, Mission-Soledad, Arroyo Seco, Del Rey Oaks, Marina, Sand City, Seaside, and Southwest Salinas.  Congregate meal and elderly nutrition program dining sites include the Los Ositos Community Center in Greenfield and Leo Meyer Senior Center in King City.

 

This agreement was awarded to Meals on Wheels of the Salinas Valley through a formal Request For Proposal (RFP #10933) process in May 2024.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions. 

 

FINANCING:

Funding is provided by the Older Americans Act. Sufficient appropriations and estimated revenues in the Area Agency on Aging 001-5010-SOC010 are included in the FY 2024-25 Adopted Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working toward the goal of improving health and quality of life outcomes by providing nutrition and health promotion services to seniors in Monterey County.
