RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
a. Approve the Chief Local Elected Official (CLEO) Memorandum of Understanding (MOU) between the Board of Supervisors and the Economic Development Department and Monterey County Workforce Investment Board;
b. Approve the Monterey County Workforce Investment Board's submission of its Strategic Local Workforce Plan (Local Plan) for Program Years 2013-17 to the State of California Workforce Investment Board (State Board); and
c. Authorize the Chairperson of the Board of Supervisors to sign three copies of the CLEO Memorandum of Understanding (MOU), Local Plan, and local grant recipient listing.
 
SUMMARY:
The State of California issued a directive on May 22, 2013 requiring all local Workforce Investment Boards (WIB) to submit a five-year Local Plan for Program Years (PY) 2013-17 to the State Board that aligns the local WIB's strategies with the vision, strategy and goals of the State Strategic Workforce Development Plan. The directive also includes the standards required by the State to determine biennial and high performing certification of local WIBs.
 
The Monterey County WIB's five-year Local Plan serves as a framework for the development of public policy, fiscal investment, and operation of the America's Job Center of California (formerly One-Stop) delivery system.  The Local Plan describes the vision for bringing together key stakeholders to continuously identify workforce challenges facing the local area and region and the development of innovative strategies and solutions that effectively leverage resources to address the workforce challenges.
 
The WIB's Local Plan includes the budget and participant plan summaries and local performance goals for the administration of the WIA eligible Adult, Dislocated Worker and Youth programs.  This plan does not incorporate any Governor's Discretionary funding or special project grants.  The Local Plan includes the required membership and performance standards for consideration as a high performing board.
 
Additionally, the Local Plan includes elements to support system alignment, service integration and continuous improvement.  As a component of the system alignment, the Local Plan also requires the submission of a Chief Local Elected Official (CLEO) MOU between the Board of Supervisors and the Economic Development Department and WIB that delineates the roles and responsibilities of each, including signatures of authority.  
 
At its June 5, 2013 meeting, the Monterey County WIB approved the submission of the CLEO MOU and a draft copy of the Local Plan for PY 2013-17 to the State of California Workforce Investment Board to meet the submission deadline of July 1, 2013.  County Counsel approved the CLEO MOU on May 31, 2013.
 
The Local Plan will be periodically reviewed and may evolve through updates, based on experience, changes in the Monterey County WIB's priorities and available resources funded under the WIA.  The focus is also dependent on the WIB's strategic planning and vision on how the County's local workforce investment system will look over the next five years, and how it will best meet the vision set forth in the State Plan.  It is estimated that approximately 1,369 individuals will be enrolled in WIA services during the first program year in 2013-14. Types of programs and services expected to be offered to eligible individuals include: 1) Core Services such as job search and placement assistance, eligibility determination, initial assessment of skills and aptitudes, labor market data research and information and job training information; 2) Intensive Services such as comprehensive assessment, counseling and career planning, case management, and pre-vocational services; and 3) Training Services to include occupational skills training, on-the-job training, work experience, etc.
Types of occupations for which training is planned may include cooks and food preparers, medical assistants, pharmacy technicians, agricultural equipment operators and mechanics, truck drivers, processing machine operators, managers and supervisors, sales persons, billing clerks, home health aides, nursing aides, etc.
 
DISCUSSION:
The Local Plan required a 30-day public comment period which began on May 30, 2013.  No comments were received.  The State recognizes that local approval of the Local Plan may not be obtained by the due date because of the schedules of the various approval processes and bodies.  Therefore, an unsigned plan was submitted to the State Board on July 1, 2013, indicating that the approved and signed Local Plan would follow.  Upon approval by the Board of Supervisors, the signed copy of the Local Plan shall be forwarded to the State Board as required.  
 
The total WIA formula funds for the PY 2013-14 allocation of $5,025,832, represents a decrease of $335,603 (6%) from the PY 2012-13 funding level of $5,361,435.
 
The total WIA participant plan for PY 2013-14 is 1,369.  Of those enrollments, 569 will represent economically disadvantaged adults, 515 dislocated workers, and 285 economically disadvantaged at-risk youth.  The PY 2013-14 WIA formula funds and enrollments addressed in the Local Plan are as follows:

OTHER AGENCY INVOLVEMENT:
The Monterey County WIB, which oversees the America's Job Center of California (formerly One-Stop) in Monterey County, coordinates with the Office for Employment Training (OET) and a wide variety of public and private educational agencies, community-based organizations, County departments, municipalities, and special districts for the provision of employment training services.  The Economic Development Department and WIB are responsible for performing fiscal and management information system performance accountability.
 
FINANCING:
The Workforce Investment Act (WIA) Title I formula grants funds are $5,025,832 and are budgeted in Fund 021.  There is no impact on the County General Fund.  The County may use up to 10% of the total grant funds to cover administrative charges related to implementing the grants.
