Title: a. RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a Mental Health Services Agreement for a retroactive term beginning April 1, 2025 through June 30, 2026 with Harmony at Home for the provision of school-based counseling and youth mental health education in the amount of $145,315 for Fiscal Year (FY) 2024-2025 and $627,620 for Fiscal Year (FY) 2025-2026 for a total agreement amount not to exceed $772,935; and

b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($77,294) of the original Agreement amount, do not significantly change the scope of services and do not increase the total not to exceed amount over $850,229.

 

SUMMARY/DISCUSSION:

As part of the County of Monterey Health Department, Behavioral Health Bureau’s Access and

Mental Health Services Act (MHSA) outreach, engagement and mental health programs, the County executed Agreement A-15270 and its subsequent three (3) amendments with Harmony at Home to meet goals and objectives outlined in the County’s MHSA Plan and the MHSA Rainbow Connections Innovation Plan. As the maximum number of allotted amendments to Agreement A-15270 has been reached, this new Agreement is put forward to replace and expand the timeline, scope and budget of programs previously supported through Agreement A-15270. This Agreement sustains existing MHSA PEI funded services in Programs 1-3 through FY2025-26 on a status quo basis and expands the scope and budget for MHSA INN funded services in Program 4. This agreement is retroactive to April 1, 2025, due to ongoing contract negotiations for programs being offered to the County of Monterey by Harmony at Home. This provider does not provide services billed to Medi-Cal, and as such, the related Medi-Cal contract language is redlined consistent with item A 24-326.

 

This work supports the County of Monterey Health Department 2025 - 2028 Strategic Plan Goal(s): 2. Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services.  It also supports one of the ten essential public health services, specifically 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded with Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) and MHSA Innovation (INN) funds. The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) FY 2024-25 Adopted Budget. The funds for FY 2025-26 are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2025-26 Requested Budget.
